Today, promoting community assets through a quality web presence is a vital component of economic development practice. However, many local development agencies do not have functional websites and also lack quality social media sites. In this study, we examine how municipalities in the Atlanta Metro area use their websites to promote economic development. The study seeks to answer two research questions: How are municipalities promoting their community assets on the web? Mental Health And Voter Turnout: A Study Of Georgia Counties, April Johnson
Georgia Journal of Public Policy
Despite the tacit belief that health and well-being are a necessary element of politics, there is little understanding of how mental health relates to political participation. The present paper focuses specifically on patterns of mental illness and voter turnout within the state of Georgia. Using county-level data, I argue that a greater and more widespread prevalence of mental illness has a dampening effect on political engagement. Although empirical results from this study are mixed, its theoretical contribution clearly highlights the role of psychological and emotional factors in maintaining an energetic and politically connected society. From August 26 to September 8, nine political science students and four supervising faculty traveled from Kennesaw State University to the 2012 Republican National Convention and the Democratic National Convention as part of special topics course on a course titled “Party Conventions Field Study”. While in Tampa and Charlotte, the students and faculty immersed themselves in a “real world” educational environment and in doing so gained extraordinary first-hand exposure to a fundamental, yet not well understood, part of the American political process. Incarceration represents the ultimate use of coercive power, and in the state of Georgia, that power is being disproportionately levied upon people of color, particularly African Americans.1 According to 2011 statistics from the Georgia Department of Corrections, the total prison population statewide was approximately 53,341 inmates. The majority of that number were Blacks (33,069 inmates), followed by Whites (17,752 inmates), Hispanics (2,306 inmates) and other ethnic groups.

Discussions about public policy relating to alcohol cause a polarizing reaction to many people in this country, particularly in the South. The state of Georgia, for example, has a long history of policies regulating alcohol which reflects its membership as part of the “Bible Belt” where Sunday is regarded as a holy day and therefore alcohol cannot and should not be purchased on this day. Nathan Deal’s successful 2010 campaign to become Georgia’s 82nd governor included a promise to enact an Arizona-style immigration enforcement law in Georgia, a promise he kept when he signed HB 87 into law in May 2011. To be sure, the high saliency of immigration law enforcement and policy reform in Georgia has much to do with rapid growth of the state’s Hispanic population in recent years.

Scholars of state and local politics have long faced the problem of data availability. The crux of the problem is consistent and reliable measures that are amenable analysis over time or across states. The problem with data on the state or local level is one of information retrieval. Such tasks are especially laborious, and are necessarily focused on a small part of a much broader system of policy dynamics. This is the second volume of the annual Georgia Journal of Public Policy, and as the editor I would like to use these introductory comments to discuss three things. First, I am happy to report on how the journal’s first issue performed in terms of readership. Second, I will introduce a new section of the journal that features undergraduate student research on policy in Georgia. Finally, I will discuss future plans for the journal.

Rural counties have a predisposition to sustaining catastrophic losses during natural emergencies. These counties tend to have poorer economic conditions that exacerbate attempts at hazard mitigation. Emergency Alerts Systems (EAS) are the most efficient and effective ways to provide information of impending danger. This study will compare and contrast different EAS to determine which would accommodate the needs of a community. The most successful way for most counties to alert citizens is through the use of a combination of redundant systems. Across the country local government revenues have decreased while operating costs such as fuel, materials, equipment, and health insurance costs have significantly increased. In addition to reduced revenues, interest earnings for city and county government investments are low. These factors combined have created a difficult financial arena in which local governments must operate. While economists are reporting signs of economic recovery, many city and county budgets are just now feeling the full brunt of the economic downturn that began in 2008. Crime policy is subject to the policy process just like other governmental policies. An effective crime policy is one that reduces the amount of crime in a police department’s jurisdiction, e.g., the city. Accordingly, crime policy consists of the same policy components – agenda setting, formulation, implementation, and feedback. The implementation of any crime policy depends on the information collected by police departments, often through crimes reported to the department via 9-1-1 calls or brought to a police officer’s attention through proactive police work. Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. In Georgia, the fiscal 2010 appropriations bills included earmarks which allocated $450,000 to update College Park’s emergency …
