When creating an institutional repository (IR) from scratch, there are both challenges and opportunities before the manifestation of the IR, during it, and the final product. Maintaining the IR in kind also introduces additional considerations to navigate. Is it only one person who creates and maintains the IR, or is it the community? Or is it somewhere in between?
