Black individuals possess numerous strengths and positive contributions that build strong communities and cultivate psychological well-being (Biglan et al., 2012). However, much of the current literature focuses on hardships Black individuals face, skewing the larger discourse of their lived experience. This exclusive focus on adversity often neglects pathways by which Black people thrive and flourish. It is important to consider how Black experiences relate to a sense of well-being. Resilience, or the ability to “bounce back” from adverse experiences is linked well-being outcomes (APA, 2012). With the decline of traditional agriculture and extraction industries, many small towns in the Southeast US are facing challenges of economic decline and looking for alternative development trajectories. The city of Millen in Jenkins County, Georgia is one of such small towns. With the discovery of a large Civil War heritage resource, Millen’s administration became interested in developing the town’s tourism potential. There are a number or approaches to the measurement or community power. One is the reputationai method, which focuses upon its perception. It was originally developed during the 1950's by Floyd Hunter as an instrument that measures the reputation tor global levels or power. This approach has been criticized tor failing to address such perceptions as they apply to specific situations. In particular, it does not measure the power of actors and groups from different arenas and their abilities to influence policies and decisions based on those issues affecting the community.
