Older cities struggling with issues of survival focus on jobs and the economy, but competition requires all cities to pay attention to the quality of life that attracts residents. Creating such an inviting environment includes “third places” that foster community and communication among people outside of home and work, yet we have little empirical evidence that speaks to the subject, or their importance for a community’s quality of life. Here we report on a national U.S. survey that asked people to identify such places in their community, producing a wide variety of “third places” that ranged from the most popular …

The feasibility of hydrogen as a source of energy has been researched in one capacity or another for over a century. The first usage of the term ‘hydrogen economy’ is attributed to 11John Bockris in 1970. At the time, Dr. Bockris was a professor at the University of Pennsylvania. During a discussion at the General Motors technical center in Michigan he used this term to describe his vision of United States cities being supplied with energy derived from the sun. The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. The report “New Establishment Dynamics: Business Formation and Survival Trends in Ohio” summarizes how trends in employment growth and establishment survivorship differ across sectors of the economy and various regions of Ohio. This new data set allows us to analyze the number of establishments born in a specific year called “birth cohort” and document their survival …

The physician assistant (PA) profession is a nationally recognized medical profession in the United States of America (USA). However, relatively little is known regarding national trends of the PA workforce. We examined the 1980-2007 USA Census data to determine the demographic distribution of the PA workforce and PA-to-population relationships. Maps were developed to provide graphical display of the data. All analyses were adjusted for the complex census design and analytical weights provided by the Census Bureau. In 1980 there were about 29,120 PAs, 64% of which were males. By contrast, in 2007 there were approximately 97,721 PAs with more than …

The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

The Impact Of Emotional And Material Social Support On Women's Drug Treatment Completion, Cathleen A. Lewandowski, Twyla J. Hill

This study assessed how women's perceptions of emotional and material social support affect their completion of residential drug treatment. Although previous research has examined how social support affects recovery, few studies, if any, have examined both the types and the sources of social support. The study hypothesized that women's perceptions of the emotional and material social support they receive from family, friends, partners, drug treatment, child welfare, and welfare agencies will affect treatment completion. Parental Divorce: A Protection From Later Delinquency For Maltreated Children, Christopher A. Mallett, Patricia A. Stoddard Dare

Family structure and maltreatment (abuse and neglect) have been identified as predictors of youth delinquency, although the relationship is not clear. This article furthers this research by studying a sample of maltreated children (n = 250) in one Midwest county, and through a multiple regression analysis of many risk factors, the study identified only one significant delinquency variable that made delinquency less likely—children who experience parental divorce. Some established risk factors were surprisingly found not to be predictive of later delinquency: minority race, one-parent families, youth substance abuse, recurrent maltreatment, and youth behind in academic grade level. The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Bond To Society, Collectivism, And Conformity: A Comparative Study Of Japanese And American College Students., Miyuki Fukushima, Susan F. Sharp, Emiko Kobayashi

Sociology & Criminology Faculty Publications

An argument is developed that the purported collectivism in Japanese society generates stronger social bonds in Japan than in the more individualistic United States, which might then explain the lower level of deviance often found in Japan. We test this using survey data from samples of Japanese and American college students on measures of deviance and social bonds. Results indicate that Japanese students engage in significantly less deviance than Americans, and although variables from Hirschi's (1969) social control theory behave similarly across cultures as predictors of deviance, the theory failed to account for the lower level of deviance among Japanese.

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Current service delivery for at-risk youth is through four separate systems: special education; mental health and substance abuse; juvenile justice; and child welfare. Many youth (and their families) are involved with more than one of these systems, making early disability identification and subsequent systems coordination paramount in leading to more successful juvenile court outcomes. This coordination is an important and prioritized public policy concern because a majority of youth (disproportionately minority) within juvenile justice populations has been identified with mental health disorders, special education disabilities, or maltreatment histories. Can a mayor make a difference in a city’s long-term economic performance? Mayors have been observed making a difference in case studies and in press accounts but it is nearly impossible to link the economic performance of a particular city to the actions of a specific mayor. Terms are frequently too short and cause and effect cannot be disentangled. The term of Akron’s Mayor Donald Plusquellic offers an opportunity to make the connection. With the expansion of telecommunication and online technologies for the purpose of survey administration, the issue of measurement validity has come to the fore. The proliferation of automated audio services and computer-based survey techniques has been matched by a corresponding denigration of the quality of traditional phone survey data, most notably as an outcome of falling response rates. This trend, combined with the introduction of screening technologies and answering machines, represents a barrier to the proper execution of survey research. Homicides Clearances An Analysis Of Arrest Versus Exceptional Outcomes, John P. Jarvis, Wendy C. Regoeczi

A number of studies in the homicide clearance literature combine arrest and exceptional clearances into a single category. This study addresses the question of whether these divergent homicide case outcomes are influenced differently by various aspects of the case. Using National Incident-Based Reporting System data on homicides from 1996 to 2002, the authors analyze logistic regression models of cases cleared by arrest and exceptionally cleared. Our results show that although certain factors have similar influences on both arrest and exceptional clearances, victim gender, offender race, weapon use, victim/offender relationship, and circumstances have differing impacts on case outcomes. Recent federal court decisions appear to limit the ability of cities to mitigate the ambient crime risks associated with adult entertainment businesses. In one instance, a court has assumed that criminological theories do not apply to “off-site” adult businesses. After developing the legal doctrine of secondary effects, we demonstrate that the prevailing criminological theory applies to all adult business models. To corroborate the theory, we report the results of a before/after quasi-experiment for an off-site adult business. When an off-site adult business opens, ambient crime risk doubles compared to a control area. As theory predicts, moreover, ambient victimization risk is …

This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary.
