Nearly 45 million Americans are trapped in a student loan debt. In total they owe more than $1.75 trillion. Research shows that such a high amount of debt harms the U.S. economy in several ways, preventing anything from small business development to new house purchases, and even weddings and procreation. It is an issue that stakeholders have tried to address by offering different relief measures ranging from re-financing to debt cancellation. The aim of this dissertation is to advocate policies that can effectively address the challenge of unsheltered homelessness. Using a case study of Los Angeles homelessness, I evaluated policies aimed at easing homelessness using scenario analysis, employing system dynamic (SD) modeling. This study primarily focuses on the evaluation of the Housing First approach and the identification of more effective responses to homelessness. I use a linear regression model to identify key prevention policy levers, including, but not limited to, limits on eviction moratorium, rent stabilization, and affordable housing. Cyberspace operations and conflict pose a unique challenge to decision-makers due to the uncertainty and unpredictability of cyber capabilities. Relying on wargaming literature, public cyber wargame reports, and expert interviews, this thesis analyzes the utility of cyber wargaming for education and analysis. Cyber wargames offer a method of testing, exploring, and understanding cyberspace through the abstraction and representation of cyber tools and attack cycles.

Fourth Generation Warfare (4GW) theory shares many characteristics of classical guerrilla warfare (CGW) theory in security studies literature. Proponents claim that 4GW is a revolution in war that overturns traditional measures of military power, while critics counter that 4GW is simply CGW in an updated context. Another group posits Fifth Generation Warfare (5GW), which adds additional information-age technologies and uses “any and all means,” (military and extra-military) to attack both the enemy’s will and capability to resist. This paper summarizes work utilizing the Senturion predictive analysis software at the National Defense University (NDU). The Center for Technology and National Security Policy (CTNSP) at NDU has been testing the Senturion capability since 2002, and has begun to support the application of this new technology in DOD.
