At least 130,000 people have been killed in the ongoing Mexican “crime war,” and many more have been kidnapped or simply gone missing. Yet despite the significance of these numbers, official reports and news accounts frequently underreport the toll of this war.

The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. We need this basic premise to be clear—that Mexico is facing something way beyond an organized crime threat. With this as the premise from which it starts, this congressional testimony will posit that the Mérida Initiative as it stands is too myopic in nature given the on-the-ground realities currently present in Mexico. These two contentions will herein be discussed in more detail and their merits supported by evidence from my own work and that of other area and subject specialists. This short essay is about impression—gut feelings combined with a certain amount of analytical skill—about recent trends taking place in Mexico concerning the ongoing criminal insurgencies being waged by the various warring cartels, gangs, and mercenary organizations that have metastasized though out that nation (and in many other regions as well). Mexico and the United States are at an historic crossroad. Earthquake, oil prices, and domestic inflation have dramatically worsened Mexico's economic situation in the past year, more than offsetting the beneficial effects of lower international interest rates. Trade, financial, and employment relations between the two countries are threatened at the very time when their economic and social interdependence is growing. While temporary relief has been gained from recent agreements with the IMF, World Bank, and other international institutions, condition on commercial bank acceptance, even if all the terms are met much remains to be done.
