This 2007 volume of An Economic Report to the Governor of the State of Tennessee is the thirty-first in a series of annual reports compiled in response to requests by state government officials for assistance in achieving greater interdepartmental consistency in planning and budgeting efforts sensitive to the overall economic environment. Both short-term, or business cycle-sensitive forecasts, and longer-term, or trend forecasts, are provided in this report.

This paper is concerned with the organic derivation and primary meaning of Pleistocene finger flutings; I propose that in order to gain insight into the significance of the flutings, we must attempt an understanding of the physical and mental contexts in which they emerged. I suggest that finger flutings provided a cultural record in the Pleistocene which documented thought and action, and made it ready for reflection. Through the process of finger fluting, the human 'self' was objected and reality was modified in the experience of self-consciuosness. New perspectives are presented on the material interface with the three E's -- Energy, Environment, and Economics. The past, present, and future energy picture is described from 1850 through the year 2030. The major energy sources such as oil, natural gas, coal, nuclear, and several new emerging energy options are compared and contrasted. The lead time, capital, and materials required for bringing on-stream new energy sources is described. Previous U.S. energy forecasts are reviewed and are found to be too optimistic.
