One of the topics I was determined to discuss with my European colleagues at the Helsinki Conference was the use of theory in evaluation practice. I was thrilled to stumble upon several thought provoking discussions regarding the use of theory in evaluation. A common theme was the belief that teaching evaluation practitioners about theory was critical to a better future for the evaluation discipline. But why is theory so important? The session I addressed on this topic also involved Frans Leeuw, Evert Vedung and Gary Henry. I emerged from the session with some new (and old) insights about evaluation theory …

Policy Challenges In A Dual Exchange Rate Regime, Sven W. Arndt

It is known that the effectiveness of macro policies depends on the exchange-rate regime. Pertinent models have typically considered either fixed or floating rates rather than mixed regimes. In recent years, however, the dollar has floated against most currencies, while being fixed against the yuan. This paper argues that a flex-price, dual-rate model consisting of the U.S., China and the Eurozone, combined with distinct adjustment patterns in tradables and non-tradables sectors and a tendency for policy makers to treat inflation in housing as pure asset inflation, provides a plausible explanation of the great moderation and its aftermath.

A Story Of Four Revolutions: Mechanisms Of Change In India, Aseema Sinha

Sumit Ganguly and Rahul Mukherji’s India Since 1980 presents a bold and ambitious argument about change across and within India. Its unique contribution lies in its description of four distinct revolutions: social-political, economic, foreign policy, and religious. While many recent books have noted changes in India’s economy and foreign policy, India Since 1980 will be known for its juxtaposition of four different themes in one short, pithy volume. Even if one may disagree with the authors’ choice of the four dimensions of change, the book’s dominant message is that India is changing across a whole range of policies and arenas.

How Far Can I Trust You? The Impact Of Distance And Cultural Values On Leaders’ Trustworthiness, Michelle C. Bligh

Employees' level of trust in leaders has long been deemed an important key to successful organizational dynamics and performance. Utilizing survey data, the current study investigates differences in levels of trust between one's immediate manager and the organization's top leadership, the impact of individualism/collectivism on these levels of trust, and the influence of leader-follower distance on leadership trust. Results revealed higher levels of trust for direct leaders than organizational leaders among the U.S. sample. While individualism/collectivism was not found to significantly affect levels of leadership trust, perceptions of less leadership distance had a positive impact on levels of leadership trust.

Associations between peer group self-identification and smoking were examined among 2,698 ethnically diverse middle school students in Los Angeles who self-identified with groups such as Rockers, Skaters, and Gamers. The sample was 47.1% male, 54.7% Latino, 25.4% Asian, 10.8% White, 9.1% Other ethnicity, and 59.3% children of immigrant parents. Multiple group self identification was common: 84% identified with two or more groups and 65% identified with three or more groups. Logistic regression analyses indicated that as students endorsed more high risk groups, the greater their risk of tobacco use. E-readers are increasingly popular personal devices, but can they be effectively used for the needs of academic libraries’ clients? This paper employs an evidence-based approach that examines the role and efficacy of implementing an E-reader Loan Service at McGill University Library. Suggestions are offered as to what lending model and device features best meet client needs. Observations are made based on the lessons learned from active use. The paper also examines relevant issues, such as electronic formats, Digital Rights Management, and the role of e-readers as library technology that facilitates the ideals of mobile learning.

Robert LeVine has not only conducted an important body of child development research and trained many students (of whom I was one). He has also written and edited several volumes that introduce students to psychological anthropology. His latest reader fills a real need: I am aware of no other collection of current work in psychological anthropology for undergraduates. Aside from a few quibbles and some annoying typesetting errors, Psychological Anthropology: A Reader on Self in Culture is a first-rate compilation that demonstrates the relevance and excitement of psychological anthropology.

The Gomantong cave system of eastern Sabah, Malaysia, is well-known as an important site for harvesting edible bird-nests and, more recently, as a tourist attraction. Although the biology of the Gomantong system has been repeatedly studied, very little attention has been given to the geomorphology. Here, we report on the impact of geobiological modification in the development of the modern aspect of the cave, an important but little recognized feature of tropical caves. This paper investigates the inner workings of the Bagmati Action Plan and how the implementation of this project impacts the established squatter communities that reside in the city’s floodplains. Deemed as a contributor to the rivers polluted state, the composed plan looks at both evicting all riverside squatters and finding alternative housing for affected citizens by working jointly with the country’s Ministry of Urban Development and Building Construction. Mindfulness refers to an enhanced attention to and awareness of present moment experience. This study examined how trait mindfulness, as measured with six items from Mindfulness Attention Awareness Scale, might influence adolescent cigarette smoking frequency through its impact on depressive affect, anger affect and perceived stress mediators. Self-reported data from Chinese adolescents (N = 5287, mean age = 16.2 years, SD = 0.7; 48.8% females) were collected within 24 schools. The product of coefficients test was used to determine significant mediation paths. Throughout the developed world, public finances dominate headlines. Given the widespread unsustainability of budget plans and the bitter attrition of retrenchment, they are like to do so for the next decade or more. As they have long done, different polities are likely to make different choices for how to spend dwindling public moneys. Understanding the sources of past heterogeneity—why countries have differed in their public spending—is thus of interest as we enter an age of fiscal adjustment. Messieurs Creedy and Moslehi offer us a technical primer laying the groundwork for modeling efforts.

This paper uses a flex-price open economy macro model to examine the effectiveness of U.S. monetary and fiscal policies when the dollar floats freely against the euro, but is fixed against the Chinese yuan. It is assumed that capital mobility is high between the U.S. and the Eurozone, but low between the U.S. and China. The model allows for short-run price flexibility and imperfect substitutability between domestic and foreign financial assets. We look for permanent effects to per capita GDP from exogenous, temporary shocks. Our shocks are temporary changes to the export revenues of small, open economies. We find no evidence that even the largest of these temporary shocks, in excess of 9.7% of GDP, produce permanent effects to the growth path of per capita GDP. The inability to reject a single-equilibrium world with shocks of this magnitude suggests that multiple-equilibria, if they exist, are too widely separated to be policy-relevant. Current aid initiatives, which are of a similar magnitude, are not likely to deliver transition to a higher growth path.

In the early nineties, the U.S. economy was emerging from a brief slump, monetary policy was easy, and economic activity recovered quickly during the decade, with GDP eventually reaching and then passing the consensus full employment level. Yet aggregate inflation remained surprisingly subdued. This moderation in prices at the aggregate level persuaded policy makers to allow the easy-money stance to continue in spite of the presence of inflation in non-tradables and in housing and construction in particular. Colleges and universities that adopt early decision (ED) as an admission practice can generate additional resources by attracting wealthier students who make binding commitments to attend and forgo shopping for competing aid offers. An unanswered question is whether the resources generated from price discrimination are used by schools during the regular admission process to attract more diverse students. Using a sample of private national universities and liberal arts colleges, we model the choice to adopt an ED program and its impact on students’ racial and geographic diversity. This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. Of note is the lack of impact 3 GEN Gangs studies have had on domestically focused U.S. academic gang research while, at the same time, becoming a dominant model in use by defense analysis and scholars focusing on increasingly politicized non-state threat …

Growing Social Inequalities In Youth Civic Engagement? Evidence From The National Election Study, Laura Wray-Lake, Daniel Hart

Social class differences in civic engagement persist for both youth and adults. Although empirical evidence is mixed, several recent social changes pertaining to youth suggest that social inequalities in civic engagement may be growing over time for young people. Using data from the National Election Study, we compared trends for youth and older adults of varying education levels and tested the hypothesis of an increasing educational disparity in youth political participation. Results for voting supported our expectations: declines over time were found for less-educated youth only. The Effects Of Adolescent Heavy Drinking On The Timing And Stability Of Cohabitation And Marriage, Lela Rankin Williams, Laura Wray-Lake, Eric Loken, Jennifer L. Maggs

Based on prospective British Cohort Study data, adolescent alcohol use predicted the timing and stability of committed partnerships between 16 and 34 years (n = 3278; 59% female). Propensity score methods balanced age 16 heavy drinkers (32.4%) and nonheavy drinkers on a range of relevant risk factors assessed in infancy and childhood. Adolescent heavy drinking predicted having ever cohabited, earlier transitions into cohabiting and marital relationships, more breakups, and an increased likelihood of divorce. Gender and social class moderated these relationships; heavy-drinking working-class males were especially likely to cohabit and to experience early entry into cohabitation and marriage. Purpose: Compulsive Internet Use (CIU) has increasingly become an area of research among process addictions. Largely based on data from cross-sectional studies, a positive association between CIU and substance use has previously been reported. This study presents gender and country-specific longitudinal findings on the relationships between CIU and substance use. Methods: Data were drawn from youth attending non-conventional high schools, recruited into two similarly implemented trials conducted in China and the USA. The Chinese sample included 1,761 students (49% male); the US sample included 1,182 students (57% male) with over half (65%) of the US youth being of Hispanic ethnicity. …
