One of the topics I was determined to discuss with my European colleagues at the Helsinki Conference was the use of theory in evaluation practice. I was thrilled to stumble upon several thought provoking discussions regarding the use of theory in evaluation. A common theme was the belief that teaching evaluation practitioners about theory was critical to a better future for the evaluation discipline. But why is theory so important? How Far Can I Trust You? The Impact Of Distance And Cultural Values On Leaders’ Trustworthiness, Michelle C. Bligh

Employees' level of trust in leaders has long been deemed an important key to successful organizational dynamics and performance. Utilizing survey data, the current study investigates differences in levels of trust between one's immediate manager and the organization's top leadership, the impact of individualism/collectivism on these levels of trust, and the influence of leader-follower distance on leadership trust. Results revealed higher levels of trust for direct leaders than organizational leaders among the U.S. sample. While individualism/collectivism was not found to significantly affect levels of leadership trust, perceptions of less leadership distance had a positive impact on levels of leadership trust.

Associations between peer group self-identification and smoking were examined among 2,698 ethnically diverse middle school students in Los Angeles who self-identified with groups such as Rockers, Skaters, and Gamers. The sample was 47.1% male, 54.7% Latino, 25.4% Asian, 10.8% White, 9.1% Other ethnicity, and 59.3% children of immigrant parents. Multiple group self identification was common: 84% identified with two or more groups and 65% identified with three or more groups. Logistic regression analyses indicated that as students endorsed more high risk groups, the greater their risk of tobacco use. Mindfulness refers to an enhanced attention to and awareness of present moment experience. This study examined how trait mindfulness, as measured with six items from Mindfulness Attention Awareness Scale, might influence adolescent cigarette smoking frequency through its impact on depressive affect, anger affect and perceived stress mediators. Self-reported data from Chinese adolescents (N = 5287, mean age = 16.2 years, SD = 0.7; 48.8% females) were collected within 24 schools. The product of coefficients test was used to determine significant mediation paths. This essay briefly recounts the evolution of the gangs that occupy failed communities and states, further discusses and updates the model of third generation street gangs discussed in an earlier Journal of Gang Research article—typically described simply as third generation gangs (3 GEN Gangs), and suggests strategies for coping with and mitigating this evolved form of gang violence. Of note is the lack of impact 3 GEN Gangs studies have had on domestically focused U.S. academic gang research while, at the same time, becoming a dominant model in use by defense analysis and scholars focusing on increasingly politicized non-state threat …

Growing Social Inequalities In Youth Civic Engagement? Evidence From The National Election Study, Laura Wray-Lake, Daniel Hart

Social class differences in civic engagement persist for both youth and adults. Although empirical evidence is mixed, several recent social changes pertaining to youth suggest that social inequalities in civic engagement may be growing over time for young people. Using data from the National Election Study, we compared trends for youth and older adults of varying education levels and tested the hypothesis of an increasing educational disparity in youth political participation. Results for voting supported our expectations: declines over time were found for less-educated youth only. Unexpectedly, participation in other political activities for more-educated youth declined more over time compared …

The Effects Of Adolescent Heavy Drinking On The Timing And Stability Of Cohabitation And Marriage, Lela Rankin Williams, Laura Wray-Lake, Eric Loken, Jennifer L. Maggs

Based on prospective British Cohort Study data, adolescent alcohol use predicted the timing and stability of committed partnerships between 16 and 34 years (n = 3278; 59% female). Propensity score methods balanced age 16 heavy drinkers (32.4%) and nonheavy drinkers on a range of relevant risk factors assessed in infancy and childhood. Adolescent heavy drinking predicted having ever cohabited, earlier transitions into cohabiting and marital relationships, more breakups, and an increased likelihood of divorce. Gender and social class moderated these relationships; heavy-drinking working-class males were especially likely to cohabit and to experience early entry into cohabitation and marriage. Purpose: Compulsive Internet Use (CIU) has increasingly become an area of research among process addictions. Largely based on data from cross-sectional studies, a positive association between CIU and substance use has previously been reported. This study presents gender and country-specific longitudinal findings on the relationships between CIU and substance use. Methods: Data were drawn from youth attending non-conventional high schools, recruited into two similarly implemented trials conducted in China and the USA. The Chinese sample included 1,761 students (49% male); the US sample included 1,182 students (57% male) with over half (65%) of the US youth being of Hispanic ethnicity. …

The primarily bipolar world that helped to characterize the decades long Cold War has begun to realign itself. The information revolution, increasing globalizations, the ongoing expansion of transnational terrorist and insurgent networks, and many other elements of this systemic level change have continued to take place into the early twenty-first century. Within the context of this large-scale shift in human and state relations, one question that has often been asked by analysis is whether changing forms of insurgency are taking place. This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units. Red teaming as a discipline can be divided into two basic forms: (1) analytical red teaming, which is diegetic in nature; that is, based upon descriptive products and decision support functions and (2) physical red teaming, which is mimetic in nature; that is, derived from live-action and role playing-based training with an opposing force (OPFOR) deployed against a friendly military unit. …

While it may be true that many Afghani people yearn for our freedoms and system of governance, such nation building cannot be done without radically reengineering Afghani tribal society. Incising only the offending portions of Afghani culture, as the sergeant suggests, will not work. Do we eliminate blood feuds but not child brides and the honor killings of soiled daughters? Do we stop the execution of Muslim converts to Christianity?
