A large body of research has been produced to explain global punitive trends in recent decades. Neoliberalism, an economic philosophy expressed by market deregulation, privatization, and the retrenchment of social supports, has been offered as an explanation for increases in cross-national punitiveness. According to neoliberal penality theory, neoliberalism has shifted principles guiding punishment practices and the treatment of offenders, which has resulted in harsher national responses to crime. However, many tenets of this theory have not yet been tested empirically. Neoliberal policies have led to the installation of managerialism, or the application of business practices and principles in institutions of higher education. Although much is known about the impact of managerialism on faculty in the overall academy, very little is known about its impact in specific disciplines, particularly in the United States. Using semi-structured interviews, this dissertation investigates how social work faculty experience and negotiate managerialism in the traditional pillars of teaching, service, and scholarship.

This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. This thesis examines the link between how community-based organizations use digital tools with the fundamentally resistance-based philosophy that these organizations have at the core of their mission. It aims to uncover how non-profit organizations (NPOs) that work in community development through food and agriculture use digital tools, and how their digital communication strategies relate to issues of resistance to neoliberalism and industrialization in the food and agriculture sectors.

The contemporary neoliberal economic order plays a significant role in American social organization and policy-making. Most importantly, neoliberal ideology drives the creation and imposition of markets in public goods and services and the valorization of free market ideology in cultural life. The neoliberal ‘project of inequality’ is in turn delimited and upheld by an authoritarian system of punishment built around mass incarceration, surveillance, and an unprecedented level of social control directed at the lowest strata of American society – a group that includes both the urban underclass, and unauthorized immigrants.

In “The New Universalism” Daniel Bertrand Monk and Andrew Herscher bring together global history and global humanitarianism to argue the emergence of a new (perverse) universal singular—a monadological refugee and form of refuge that threaten to efface both. By putting shelter and displacement side by side, they insightfully point us to different global patterns, such as the turn to the principle of the particular. Monk and Herscher read these patterns against the grain, offering us—almost in passing—a new history of humanitarianism.

This dissertation is a comparative policy study of changes in education and incarceration of the past 40 years. Following national and global trends, New York City saw public school and carceral policies converge as the city experienced massive deindustrialization and governmental cutbacks while its political economy shifted to one driven by finance, investment, real estate, and the growth of a low-wage service sector. These changes dramatically increased economic inequality across racial lines, and spurred the intimate linkage of public education and state incarceration as institutional tools for the mass management of low-income communities of color. The panel sought to examine the concrete ways in which neoliberal policy re(shapes) the urban landscape and the relationship between these macroeconomic factors and the construction and deployment of erotic identities and experiences.
