Presumed competent, U.S. Asians evince exceptional educational outcomes but lack the cultural pedigree of elite whites that safeguard them from bias in the labor market. In spite of their nonwhite minority status, Asians also lack the legacy of disadvantage of blacks that make them eligible beneficiaries of affirmative action. Their labor market disadvantage coupled with their exclusion from affirmative action programs place Asians in a unique bind: do they support policies that give preferences to blacks but exclude them? This dissertation is comprised of two chapters that investigate the long-term effects of a quota policy for women in local government in India.

In the first chapter, "Political Inclusion and Educational Investment," I investigate whether political empowerment can affect the human capital investment decisions of children. By using exogenous variation in the implementation of the policy, nationally-representative survey data allow me to estimate effects on educational enrollment in a geographic discontinuity design using adjacent areas on either side of a state border as counterfactuals receiving different levels of exposure to the quota policy.

Affirmative action debates remain hotly contested across America. Given how the topic is presented in respective disciplines and core textbooks, students are often misinformed. Introductory textbooks may be one of the few places where students are exposed to significant discussions on affirmative action. In this study, we examine affirmative action policy in American government introductory textbooks published between 2005 and 2014. Our study is modeled on previous, similar analyses of introductory textbooks. We use content analysis to examine the extent to which affirmative action discussions challenge or reinforce affirmative action myths and meritocracy.
