Analyzing The Demand And Supply Of E-Government Service: A Case Of Bilingual Service By California Cities And Counties, Shan-Ju Ho

This research will test the hypothesis that the current e-services provision for 478 California cities and 58 California counties is more supply-driven than demand-driven. Constrained by available resources, local governments are not developing the e-services that meet the demands of their non-English speaking constituencies.
