Closed Primary, Exposed Preferences: Idaho's Primary System And The Bureaucratic Dilemma, Matthew Ryan May Dec 2016

Closed Primary, Exposed Preferences: Idaho's Primary System And The Bureaucratic Dilemma, Matthew Ryan May

Boise State University Theses and Dissertations

The ability to elect representatives is one of the most fundamental rights citizens of the United States of America possess, but the expression of that right looks very different from state to state. A state’s primary system determines not only who participates in an election, but under what circumstances. When a state shifts from one primary system to another, it produces a period of uncertainty, as the electorate must acclimate to new rules and their attendant consequences. Among those who must adjust to the new rules are public state employees—the bureaucracy. When a shift necessitates and introduces a partisan …

Two-Way Symmetric Communication Between Public Utilities And The Public, Maria Willacy Dec 2016

Two-Way Symmetric Communication Between Public Utilities And The Public, Maria Willacy

Boise State University Theses and Dissertations

This paper presents a multi-disciplinary examination of literature from the fields of public policy and participation, media and public relations, and technical communication as it relates to two-way symmetric communication and how it applies to public utilities and the public. Differences between two-way symmetric communication and other communication/public relations methods are examined, as well as the specific merits of two-way symmetric communication, including its ethical benefits, and criticisms and constraints. Current forms of communication between public utilities and the public are examined, including whether these forms are two-way symmetric. Planning events and those that involve public participation are highlighted as …

Towards Multipurpose Readability Assessment, Ion Madrazo Dec 2016

Towards Multipurpose Readability Assessment, Ion Madrazo

Boise State University Theses and Dissertations

Readability refers to the ease with which a reader can understand a text. Automatic readability assessment has been widely studied over the past 50 years. However, most of the studies focus on the development of tools that apply either to a single language, domain, or document type. This supposes duplicate efforts for both developers, who need to integrate multiple tools in their systems, and final users, who have to deal with incompatibilities among the readability scales of different tools. In this manuscript, we present MultiRead, a multipurpose readability assessment tool capable of predicting the reading difficulty of texts of varied …

Romantically Themed Media And The Development Of Children's Understanding Of Love, Tiffani Noelle Isaacson Aug 2016

Romantically Themed Media And The Development Of Children's Understanding Of Love, Tiffani Noelle Isaacson

Boise State University Theses and Dissertations

This study explores the influence of romantically themed media on children's understanding of love and romantic relationships. By reviewing literature on relevant media influence theories, learning theories, and the consequences of learning through media, I review how children gain understandings of their world through the media. I then argue that as children identify and internalize meanings through exposure to romantically themed media, such as iconic Disney films, understandings of romantic relationships are shaped. By engaging in qualitative interviews of young children, this thesis investigates whether children can identify iconic Disney images and explores the ways children explain what it means …

Navigating The Arab Spring: The Power Of Food Prices And The Stability Of Monarchies, Evan Andrew Buck Aug 2016

Navigating The Arab Spring: The Power Of Food Prices And The Stability Of Monarchies, Evan Andrew Buck

Boise State University Theses and Dissertations

The Arab Spring shocked the world of political science and international relations due to the collapse of many regimes that were commonly seen as stable. This research seeks to uncover how food pricing, which acted as a “threat multiplier,” incentivized unrest. Through the study of five nations from the Arab Spring—Egypt, Syria, Libya, Tunisia, and Jordan—two things are apparent. First, the monarchy of Jordan is the only regime that remained stable. Second, food prices played an important role in the mobilization of protest. This leads to a quantitative analysis between state fragility, food prices, and monarchies in the Middle East …

Analysis Of Cyber Incidents Between Dyadic Rivals, Barry Edwin Newell Aug 2016

Analysis Of Cyber Incidents Between Dyadic Rivals, Barry Edwin Newell

Boise State University Theses and Dissertations

Cyber conflict between states is a growing trend. There is a large body of research on cyber conflict, but there is very little quantitative analysis to support the theories or to assist in predicting future use of cyber operations. Using a logistic regression analysis, this thesis studies cyber conflicts between dyadic rivals from 2001 to 2011 to answer under what conditions cyber incidents occur between dyadic rivals in the past in the hopes to better analyze and predict future cyber incidents. The data demonstrate that the geographic proximity between dyads increases the probability of a cyber incident occurring while any …

The Impact Of Presidential Visits On Midterm Gubernatorial Elections, Tyler James Holden Aug 2016

The Impact Of Presidential Visits On Midterm Gubernatorial Elections, Tyler James Holden

Boise State University Theses and Dissertations

Scholarship on the impact of visits by the president of the United States on midterm gubernatorial elections is limited. This paper will examine the effects of such visits by the president of the United States on midterm gubernatorial elections. Cohen, Kreassa, and Hamman (1991) analyzed the impact of presidential visits on senate races and discovered these visits are strategic; also, when the president gets involved in an election, the president has a positive impact. I also believe that when different visits are split out different types of visits will have different effects. This is based on the time commitment of …

Personal Security And Immigration In The European Union, Anna Kristi Muzzy Aug 2016

Personal Security And Immigration In The European Union, Anna Kristi Muzzy

Boise State University Theses and Dissertations

What is the impact of migration patterns on perceptions of personal security in the European Union countries over the past half-decade? Although the numbers of migrants from outside the EU are undeniably massive, their impact upon domestic public opinion is understudied. Following recent work that explores themes of fear of migrants in EU native populations (Bustikova 2014, d' Appollonia and Reich 2008, Ivarsflaten 2008), I propose a multivariate model that explains variation across EU countries in citizens' views of personal security that includes migration rates, unemployment rates, crime rates, the presence of terrorism, and views of government performance. The results …

Influences On Off-Highway Vehicle (Ohv) Recreation Use Patterns Within A Complex Trail System In Southwest Idaho, Eric Charles Frey Aug 2016

Influences On Off-Highway Vehicle (Ohv) Recreation Use Patterns Within A Complex Trail System In Southwest Idaho, Eric Charles Frey

Boise State University Theses and Dissertations

Off-highway vehicle (OHV) recreation on public lands provides participants with the opportunity to experience positive connections with nature; however, like all outdoor recreation activity, OHV use can have impacts on the environment. In order to maintain the health of the landscape and wildlife while also providing recreational opportunities, managers must make decisions based on sound biological and social science data. We hope this research provides knowledge that may aid in the implementation of sound management strategies that are successful in fulfilling these goals.

In the first chapter, in order to gain knowledge on OHV recreationists and their distributions across a …

Participation And Perception: Early Exposure, Environmental Attitudes, And Off-Highway Vehicle (Ohv) Recreation In The Boise Metropolitan Area, Michelle Lee Kinney May 2016

Participation And Perception: Early Exposure, Environmental Attitudes, And Off-Highway Vehicle (Ohv) Recreation In The Boise Metropolitan Area, Michelle Lee Kinney

Boise State University Theses and Dissertations

Off-highway vehicle use has and is becoming an increasingly popular form of recreation in the Boise Metropolitan region. However, it also has the potential to impact the flora and fauna present on public lands. As OHV use increases, so does the likelihood of impacts on the environments where recreation takes place. In order to effectively manage the resources provided by the landscape, more must be known about the user population. This study sought to determine which elements affect the continued use of OHVs and how OHV recreationists differed in their environmental attitudes by categorizing them into groups according to their …

The Impact Of Mycobacterium Leprae: A Comprehensive Meta-Analysis Of The Paleopathological Literature, Mallory Alexis Schreier May 2016

The Impact Of Mycobacterium Leprae: A Comprehensive Meta-Analysis Of The Paleopathological Literature, Mallory Alexis Schreier

Boise State University Theses and Dissertations

Leprosy, caused by the bacteria Mycobacterium leprae and Mycobacterium lepromatosis, is a chronic, infectious disease that eventually causes disfiguring skin lesions, nerve damage, and muscle weakness. Even though leprosy has been nearly eliminated in many parts of the world today, it remains endemic in India, Myanmar, Nepal, Brazil, and a few African countries. Unfortunately, this infectious disease is not limited to just modern populations. In the past, leprosy spread globally and was a pervasive, degenerating disease. The literature traces leprosy back to 1550 BCE although there is possible skeletal evidence of leprosy in Rajasthan, India from 2000 BCE, suggesting …

Reading Between The Lines: Indicators Of Developmental Stress In Prehistoric Ohio Valley Children From Linear Enamel Hypoplasias, Emily Moes May 2016

Reading Between The Lines: Indicators Of Developmental Stress In Prehistoric Ohio Valley Children From Linear Enamel Hypoplasias, Emily Moes

Boise State University Theses and Dissertations

A large body of research in bioarchaeology focuses on the changes in the human skeleton associated with the introduction of agriculture. It is assumed that the intensification of agriculture results in an increase in physiological stress and poor health. However, previous studies have shown that stress experiences cannot be generalized by subsistence strategy and prevalence comparisons alone. Rather, age-at and duration of stress events are necessary to construct patterns of health.

Linear enamel hypoplasias (LEH) of subadult permanent dentition serve as a proxy for understanding health and stress in archaeological populations. LEH are defects in enamel, characterized by an increased …

Sheriff's Deputies' Perceptions Of The Implementation Of Video Visitation Programming In A Jail Setting: An Exploratory Study, Caitlyn O'Very May 2016

Sheriff's Deputies' Perceptions Of The Implementation Of Video Visitation Programming In A Jail Setting: An Exploratory Study, Caitlyn O'Very

Boise State University Theses and Dissertations

This study sought to understand how sheriff’s deputies at the Ada County Sheriff’s Office perceived the implementation of a remote video visitation program at the Ada County Jail, as well as what the deputies believed to be the strengths and weaknesses of the system in terms of how it affects their daily job, and inmates and their families. Anecdotal evidence suggests that video visitation can positively impact the work of sheriff’s deputies by decreasing the amount of time they spend processing visitors into the facility and moving inmates around the facility. An exploratory secondary data analysis was conducted by reviewing …

A Content Analysis Of Social Media Policies Of Police Departments And Sheriffs' Offices In The State Of Idaho: Congruency To The Model Policy, Kourtnie R. Rodgers

Boise State University Theses and Dissertations

The use of social media as a medium of communication has increased significantly over the past decade, and as such, there is huge potential for reaching a large audience with any information one wishes-positive or negative. Law enforcement is no exception to the social media craze. Agencies across the country have begun to use social media in their departments for public relations activities, and investigations, among other goals. The rapid growth and adoption of social media brings with it the potential for important precautionary steps to be overlooked. Due to this rapid shift in online communication and ever-increasing popularity of …

Is Bigger Better? An Analysis Of Economies Of Scale And Market Power In Idaho Police Departments, Tate Jayden Fegley May 2016

Is Bigger Better? An Analysis Of Economies Of Scale And Market Power In Idaho Police Departments, Tate Jayden Fegley

Boise State University Theses and Dissertations

Whether the nature of policing services allows for economies of scale to be realized is an important question for police departments for reasons of both cost and efficiency. This study replicates the methodology used by Southwick (2005) to estimate police production and demand in order to determine whether there are economies of scale among police departments in Idaho. Southwick's (2005) method is unique in that it incorporates measures of market power to predict police efficiency. The present study is unique in that it involves data from a low density, low population western state. Southwick's results for New York State are …
