This paper looks at the economic and welfare conditions of residents in Lake Sebu, a largely rural but natural and cultural resource-rich municipality in Southern Mindanao in the Philippines. Two notions of welfare are used in the study: economic welfare, measured in terms of household income and vulnerability to hunger; and social welfare, measured in terms of self-reported happiness. The study uses primary data collected through a household survey and analyzed with statistical and econometric procedures (tests of difference between sub-populations; and ordinary least squares, binary probit, and ordered logistic regressions). The data describe characteristics, operations, utilities, and fuels used in the production of 115 manufacturing and agro-industrial firms in Philippine special economic zones. The data include information on the firm's production, sales, and schedules; electricity sources, requirements, and uses; the importance of various conventional fuels, and the firms’ fuel expenditure in their major production processes. The data also include their employee's aptitude, knowledge, considerations, and opinions on alternative fuels and primary energies, and experiences in using them. This paper adds to the relatively scant developing country perspective in the economic literature on happiness by investigating the relationship between income and happiness in the context of Koronadal, a low-income city in Mindanao, Philippines. Subjective happiness and potential contributory factors to happiness (demographic, economic, and social capital variables) are elicited through a survey and analyzed using descriptive and regression analyses. This paper examined the effects of income, trade, and foreign direct investments (FDI) on carbon dioxide (CO2) emissions in the Association of Southeast Asian Nations (ASEAN) member countries for the period of 1970–2011 using the panel corrected standard errors (PCSE) estimation method. The results of the study were consistent with the environmental Kuznet’s curve (EKC) hypothesis – CO2 emissions increase as per capita GDP increases up to a certain income threshold, beyond which further increase in income is accompanied by lower emissions. Low-productivity subsistence agriculture still prevails in many areas in the Philippines such as in the Municipality of Lake Sebu in the Province of South Cotabato in Mindanao. This study employs primary data collection methods; namely key informant interview (KII); focus group discussion (FGD) and a household survey to assess the conditions and problems constraining farming households in Lake Sebu. The study finds that constraints on sourcing and financing of farm inputs and on marketing of produce have perpetuated the dominating role of middlemen in agricultural financing and marketing that result in high input prices and low farm-gate output prices; and …

Decentralization And Welfare: Theory And An Empirical Analysis Using Philippine Data, Tristan A. Canare

This study theoretically and empirically analyzes the relationship between decentralization and welfare. The model identifies conditions in which a decentralized government is utility-maximizing compared to a centralized one. The empirical analysis utilized data from Philippine provinces to study the relationship between several decentralization indicators and welfare, as measured by per capita income, human development index, and poverty. Results suggest that fiscal independence, or the ability of local governments to generate their own revenues to finance their own expenditures rather than relying on central government transfers, is positively associated with per capita income and HDI. The Municipality of Lake Sebu in Mindanao; Philippines offers various opportunities for income-generating fishing activities with its abundant surface water bodies. Lake Sebu is particularly known for good quality tilapia; farmed in fish cages. This study employed primary data collection methods; namely key informant interview; focus group discussion and a comprehensive livelihood household survey to assess the conditions and problems constraining fishing households in Lake Sebu. The study found that fishing-related benefits were mainly derived from aquaculture. Capture fisheries are essentially very small-scale; low gear open fishing done by local fisher folk that generates only subsistence income. Local residents are …
