The electricity sector plays a crucial role in the global economy. The sector is a major consumer of fossil fuel resources, producer of greenhouse gas emissions, and an important indicator and correlate of economic development. As such, the sector is a primary target for policy-makers seeking to address these issues. Following a proposal for the installation of high voltage power lines in northwest Arkansas, a controversial policy debate emerged. Proponents of the transmission line argue that such an installation is inevitable and necessary to efficiently and reliably support the identified electric load in the region. Opponents claim that the lines will degrade the natural environment and hamper the tourism-based local economy in affected regions, notably in Ozark Mountain areas. Greenhouse gas emissions have been a growing concern. The transportation sector contributes to one-third of GHG emissions in the United States from fossil fuel burning. The Renewable Fuel Standard set a requirement for 16 billion gallons (ethanol equivalent) of cellulosic biofuels to be used in the market. Aviation biofuels can help to meet both of these problems as well as improve U.S. energy security.

In February 2010, the U.S. Environmental Protection Agency released the revised Renewable Fuel Standard (RFS2), mandating at least 36 billion gallons of renewable fuels to be produced annually in America, and blended into all on/off road, locomotive, and marine gasoline and diesel by the year 2022. America's existing biorefineries fall significantly short of being able to meet this mandate, resulting in the need for rapid expansion in the near future if this goal is to be met.
