Many Canadian municipalities have been looking for alternative sustainable waste management solutions since landfill capacity has been decreasing and siting new facilities often results in vehement local opposition. In Ontario, there is no provincial mandate for organic waste diversion targets, where most large-sized municipalities have implemented a Green Bin program while other jurisdictions of varying size still have not. This paper uses discourse analysis to explore predominant and counter discourses that have resulted in Guelph sustaining a Green Bin program, while London has not implemented a Green Bin. To mitigate flood hazard, which affects millions of people every year, increasing numbers of communities are developing green infrastructure policies to not only mitigate the hazard, but to meet other community policy objectives, as green infrastructure is often cited for the multiple benefits it confers. To support the implementation of policies that help communities meet their policy objectives, however, it is imperative to understand how policy is innovated and adopted. A variety of factors shape environmental policy & governance (EPG) processes, from perceptions of physical ecology and profit motives to social justice and landscape aesthetics concerns. Many scholars have examined the role of values in EPG, and demonstrated that attempts to incorporate (especially) nonmarket values into EPG are loaded with both practical and conceptual challenges. Nevertheless, it is clear that nonmarket values of all types play a crucial role in shaping EPG outcomes. In this paper, we explore the role of nostalgia as a factor in EPG. Rationalistic, incentive-based redevelopment objectives must comply with regulatory entitlement requirements that enmesh broader community goals. These community goals include site reclamation, environmental protection, and smart growth land use development measures. The focus of this dissertation is to better understand both the economic and community factors affecting the use of approximately 3,500,000 acres of patented lode mine (PLM) lands in the West. Climate change represents a global commons problem, where individuals, businesses, and nation-states all lack sufficient incentives to reduce their greenhouse gas emissions to levels consistent with meeting their collectively agreed upon mitigation goals. The German Energiewende (“energy transition”) is often credited with being the most ambitious renewable energy transition in the world. Germany’s rapid transition is mainly led by their Renewable Energy Act of 2000, which has been amended several times in order to remain relevant during changing conditions. In contrast, the United States’ energy transition seems stagnant and lacks an overall direction from the Federal Government. Despite this, the United States is making progress towards implementing renewable energy technologies due to the efforts of several states. When Need Meets Opportunity: Expanding Local Air Networks, Luke Fowler

Though the Clean Air Act (CAA) relies on a traditional inter-government partnership, new initiatives from local governments that fall outside of the conventional implementation strategy have created a unique public service delivery network by adding layers to the implementation scheme. Using both logistic and multinomial logistic models and a dataset of 497 Metropolitan (MSA) and Micropolitian (µSA) areas, this research tests a model of network membership for local governments based on internal organizational and external network factors. Findings indicate policy problems, perceptions of resource availability, network density and structure, and socio-economic and political factors affect local initiative to expand networks.

There is an important number of countries where local content requirements and carbon pricing policies are employed to address environmental degradation and develop industry. The literature has somewhat explored the role of emission taxes and local content requirements on the reduction (increase) of emissions (foreign direct investment), but not the effects on total income. I derive conditions under which laxer local content requirements and negligible adjustments in taxation reduce (increase) total emissions (income) as long as (i) free-entry effects are large and (ii) foreign direct investment (FDI) represents a large share of income. This paper begins by exploring the current state of water resources planning and permitting. Then, considers current water demand in Virginia, as well as future challenges. Next is an examination of management structures from other states and a discussion of potential solutions to the water scarcity issue, including wastewater purification, the Hampton Roads Sanitation District’s (HRSD) Sustainable Water Initiative For Tomorrow (SWIFT) project, and desalination. In the past two decades, income inequality has steadily increased in most developed nations. During this same period, the growth rate of CO₂ emissions has declined in many developed nations, cumulating to a recent period of decoupling between economic growth and CO₂ emissions. The aim of the present study is to advance research on socioeconomic drivers of CO₂ emissions by assessing how the distribution of income affects the relationship between economic growth and CO₂ emissions.
