The Uphill Battle Of Environmental Technologies: Analysis Of Local Discourses On The Acceptance And Resistance Of Green Bin Programs, Carrie Warring
The Uphill Battle Of Environmental Technologies: Analysis Of Local Discourses On The Acceptance And Resistance Of Green Bin Programs, Carrie Warring
Electronic Thesis and Dissertation Repository
Many Canadian municipalities have been looking for alternative sustainable waste management solutions since landfill capacity has been decreasing and siting new facilities often results in vehement local opposition. In Ontario, there is no provincial mandate for organic waste diversion targets, where most large-sized municipalities have implemented a Green Bin program while other jurisdictions of varying size still have not. This paper uses discourse analysis to explore predominant and counter discourses that have resulted in Guelph sustaining a Green Bin program, while London has not implemented a Green Bin. Manuscript one explores the interaction of provincial and local municipal discourses in …

Lone Wolves And Copycats: Assessing Policy And Infrastructure For Flood Hazard And Floodplain Management, Samantha L. Hamlin
Lone Wolves And Copycats: Assessing Policy And Infrastructure For Flood Hazard And Floodplain Management, Samantha L. Hamlin
Dissertations and Theses
To mitigate flood hazard, which affects millions of people every year, increasing numbers of communities are developing green infrastructure policies to not only mitigate the hazard, but to meet other community policy objectives, as green infrastructure is often cited for the multiple benefits it confers. To support the implementation of policies that help communities meet their policy objectives, however, it is imperative to understand how policy is innovated and adopted. To do so, I applied the internal determinants and regional diffusion models, what I refer to as the lone wolf and copycat models. In policy, a lone wolf innovates a …
Environments Past: Nostalgia In Environmental Policy And Governance, Jordan P. Howell, Jennifer L. Kitson, David Clowney
Environments Past: Nostalgia In Environmental Policy And Governance, Jordan P. Howell, Jennifer L. Kitson, David Clowney
School of Earth & Environment Faculty Scholarship
A variety of factors shape environmental policy & governance (EPG) processes, from perceptions of physical ecology and profit motives to social justice and landscape aesthetics concerns. Many scholars have examined the role of values in EPG, and demonstrated that attempts to incorporate (especially) nonmarket values into EPG are loaded with both practical and conceptual challenges. Nevertheless, it is clear that nonmarket values of all types play a crucial role in shaping EPG outcomes. In this paper, we explore the role of nostalgia as a factor in EPG. We examine literatures on environmental values, governance, and affect in light of their …
Repellant Beauty: A Rational Inquiry Into 21St Century Patented Lode Mine Use, John Gaeddert
Repellant Beauty: A Rational Inquiry Into 21St Century Patented Lode Mine Use, John Gaeddert
Boise State University Theses and Dissertations
Rationalistic, incentive-based redevelopment objectives must comply with regulatory entitlement requirements that enmesh broader community goals. These community goals include site reclamation, environmental protection, and smart growth land use development measures. The focus of this dissertation is to better understand both the economic and community factors affecting the use of approximately 3,500,000 acres of patented lode mine (PLM) lands in the West. Study methods use a unique dataset compiled from BLM land patent documents, Idaho property assessment records, USGS mineral resource data, and GIS-derived surface estate measures to analyze effects of a set of jurisdictional, mineral estate, surface estate, and control …
Incentive Compatible Climate Change Mitigation: Moving Beyond The Pledge And Review Model, Gabriel Weil
Incentive Compatible Climate Change Mitigation: Moving Beyond The Pledge And Review Model, Gabriel Weil
William & Mary Environmental Law and Policy Review
Climate change represents a global commons problem, where individuals, businesses, and nation-states all lack sufficient incentives to reduce their greenhouse gas emissions to levels consistent with meeting their collectively agreed upon mitigation goals. The current “pledge and review” paradigm for global climate change mitigation, which many see as a major breakthrough, relies primarily on moral pressure, reputational incentives, and global public opinion to foster cooperation on mitigation efforts over and above those driven by maximization of narrow conceptions of national interests. Given the scale of the emissions reductions required to meet stated mitigation goals, the substantial economic costs of deep …

Comparing German And Us Energy Transitions: Centralized Vs. Decentralized Government Approaches, Sarah Greenway
Comparing German And Us Energy Transitions: Centralized Vs. Decentralized Government Approaches, Sarah Greenway
Honors Projects in Science and Technology
The German Energiewende (“energy transition”) is often credited with being the most ambitious renewable energy transition in the world. Germany’s rapid transition is mainly led by their Renewable Energy Act of 2000, which has been amended several times in order to remain relevant during changing conditions. In contrast, the United States’ energy transition seems stagnant and lacks an overall direction from the Federal Government. Despite this, the United States is making progress towards implementing renewable energy technologies due to the efforts of several states. Germany’s transition has experienced a number of challenges along the way, while the United States’ transition …
When Need Meets Opportunity: Expanding Local Air Networks, Luke Fowler
When Need Meets Opportunity: Expanding Local Air Networks, Luke Fowler
Public Policy and Administration Faculty Publications and Presentations
Though the Clean Air Act (CAA) relies on a traditional inter-government partnership, new initiatives from local governments that fall outside of the conventional implementation strategy have created a unique public service delivery network by adding layers to the implementation scheme. Using both logistic and multinomial logistic models and a dataset of 497 Metropolitan (MSA) and Micropolitian (µSA) areas, this research tests a model of network membership for local governments based on internal organizational and external network factors. Findings indicate policy problems, perceptions of resource availability, network density and structure, and socio-economic and political factors affect local initiative to expand networks.
Pollution Halos And Free-Entry, Luis Gautier
Pollution Halos And Free-Entry, Luis Gautier

There is an important number of countries where local content requirements and carbon pricing policies are employed to address environmental degradation and develop industry. The literature has somewhat explored the role of emission taxes and local content requirements on the reduction (increase) of emissions (foreign direct investment), but not the effects on total income. I derive conditions under which laxer local content requirements and negligible adjustments in taxation reduce (increase) total emissions (income) as long as (i) free-entry effects are large and (ii) foreign direct investment (FDI) represents a large share of income. However, adjustments in the emission tax do …
Water Supply Planning In Virginia: The Future Of Groundwater And Surface Water, Jonathon Lubrano, Jeffrey Moore
Water Supply Planning In Virginia: The Future Of Groundwater And Surface Water, Jonathon Lubrano, Jeffrey Moore
Virginia Coastal Policy Center
This paper begins by exploring the current state of water resources planning and permitting. Then, considers current water demand in Virginia, as well as future challenges. Next is an examination of management structures from other states and a discussion of potential solutions to the water scarcity issue, including wastewater purification, the Hampton Roads Sanitation District’s (HRSD) Sustainable Water Initiative For Tomorrow (SWIFT) project, and desalination. The paper concludes with various next steps and policy recommendations that the Commonwealth should consider as dwindling water resources could hamper economic growth and threaten drought conditions, such as regional planning to achieve the optimal …
Can Reducing Income Inequality Decouple Economic Growth And Co2 Emissions, Julius Alexander Mcgee, Patrick Greiner
Can Reducing Income Inequality Decouple Economic Growth And Co2 Emissions, Julius Alexander Mcgee, Patrick Greiner
Urban Studies and Planning Faculty Publications and Presentations
In the past two decades, income inequality has steadily increased in most developed nations. During this same period, the growth rate of CO2 emissions has declined in many developed nations, cumulating to a recent period of decoupling between economic growth and CO2 emissions. The aim of the present study is to advance research on socioeconomic drivers of CO2 emissions by assessing how the distribution of income affects the relationship between economic growth and CO2 emissions. The authors find that from 1985 to 2011, rising income inequality leads to a tighter coupling between economic growth and CO …
