Home Delinquency Rates Are Lower Among Aca Marketplace Households: Evidence From A Natural Experiment, Emily A. Gallagher, Radhakrishnan Gopalon, Michal Grinstein-Weiss, Stephen P. Roll, Genevieve Davison

This brief uses administrative income tax data coupled with survey responses from roughly 5,000 households living near the poverty line to estimate how access to the Affordable Care Act’s health insurance Marketplaces have affected households’ experiences of extreme illiquidity, which is measured by delinquencies on home payments. To estimate this relationship, we exploit a natural experiment underway in states that did not expand Medicaid and created by the eligibility rules for Marketplace subsidies. Results suggest that insured households living near the poverty line are better able to make timely rent and mortgage payments compared with similar, uninsured households. Given housing …

In the wake of protests against law enforcement for an array of reasons, law enforcement officers and agencies have a responsibility to recognize and utilize the available mediums of communication with which they may best develop a connection to the communities they serve. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. By situating the heart of Aboriginal culture in the ability to understand and speak Aboriginal languages, I intend to prove that language education policies have caused damage within Aboriginal communities. In order to find and record the damage done by these policies I will use Johan Galtung’s theory of structural violence, which states that large social structures create indirect sources of violence by withholding resources and power from certain groups. The rise of satellite and cable across Europe during the late 1980s contributed to the restructuring of communications spaces that had previously been dominated by national broadcasters. These changes were viewed with concern by many media commentators. Summarising the debate in 1989, David Morley and Kevin Robins noted that ‘it is broadly felt that these new technologies have disturbing and damaging implications for established national (and indeed continental) identities. Background: This study examined the formulation, adoption, and implementation of a ban on smoking in the parks and beaches in Vancouver, Canada.
Methods: Informed by Critical Multiplism, we explored the policy adoption process, support for and compliance with a local bylaw prohibiting smoking in parks and on beaches, experiences with enforcement, and potential health equity issues through a series of qualitative and quantitative studies.
Results: Findings suggest that there was unanimous support for the introduction of the bylaw among policy makers, as well as a high degree of positive public support. We observed that smoking initially declined following the ban’s …

Since 1985, the US Animal Welfare Act and Public Health Service policy have required that researchers using nonhuman primates in biomedical and behavioral research develop a plan ‘‘for a physical environment adequate to promote the psychological well-being of primates.’’ In pursuing this charge, housing attributes such as social companionship, opportunities to express species-typical behavior, suitable space for expanded locomotor activity, and nonstressful relationships with laboratory personnel are dimensions that have dominated the discussion. Emerging Genres, Dangerous Classifications: The Kairos of Digital Composing Policy argues that writing policy infrastructure plays a significant (if often invisible) role in affording emerging digital genres in rhetoric and composition. Within the last few decades, the accelerating transformations and instabilities of emerging genres have posed a challenge for contemporary writing programs, which demonstrate a persistent wariness over incorporating digital composing into their mission. Over the past decade, a variety of initiatives have been implemented in the United States to facilitate saving and build financial security at tax time, including national experiments, pilot programs, and federal and state policies. Much progress has been made in encouraging tax filers, especially low- to moderate-income (LMI) tax filers, to save a portion of their refund. To expand upon the “golden moment” of saving at tax time, policymakers, practitioners, and researchers must now seek ways in which the lump sum of saving at tax time can serve to render tax filers capable of confidently managing their financial lives. …

There has been heated debate over transgenic or genetically modified (GM) crops in agriculture. Advocates and critics argue over possible economic, environmental, public health implications of this technology. This study examines varying policy approaches to regulating GM crop cultivation in four developing countries where the technology has large potential application. Why have some countries banned GM crop cultivation in their territory while others encouraged it? In countries where GM crops were allowed, why have varying systems of intellectual property rights (IPR) protection been constructed? Response to Intervention (RTI) is a data-based decision-making framework of service delivery that has the potential to improve educational outcomes for all students. Preliminary data appear to bolster this claim. However, it is as yet unclear whether RTI will be able to close the gap in educational outcomes that exists between students of different racial groups. What role do environmental conservation projects play in the transformation of American cities? How do these projects affect city residents? In this study, I ask these questions at the Burnham Wildlife Corridor, where the Chicago Park District worked with institutional and community-based partner organizations to engage city residents in the creation of a lakefront wildlife habitat and public nature area. Through ethnographic interviews and participant observation I explored how actors at various levels understand this changing landscape and their roles in shaping it. This paper looks into Guatemalan and Salvadoran history and immigration in the late 20th Century and identifies how these patterns compare to and continue to affect present day immigration policy. The War on Drugs has failed. The criminalization of the use of recreational marijuana has not led to a reduction in use. This paper argues that policy surrounding recreational cannabis should observe existing policies such as legalization with regulations or decriminalization in order to increase public health and reduce government expenditures from the enforcement of criminal penalties for cannabis use. The existing literature suggests that these methods help to reduce harmful drug use, illegal sales and drug related crime. Bullying is a public health concern, with negative mental health and academic consequences. In response to the prevalence of bullying in our nation’s schools, all 50 states have now enacted anti-bullying legislation. Overall, these mandates include a series of requirements geared toward addressing bullying in school settings and improving overall school climate.
Following this trend of states enacting anti-bullying legislation, the State of Connecticut, the focus of this study, passed PA 11-232, An Act Concerning the Strengthening of School Bullying Laws (Conn. Gen. Stat. § 11-232). This legislation was passed in 2011 and brought forth a series of mandates geared …

The SEED for Oklahoma Kids (SEED OK) experiment is a large-scale policy test of universal, automatic, and progressive Child Development Accounts (CDAs). This fact sheet highlights selected SEED OK financial outcomes measured between 2007 and 2014. Because of SEED OK’s automatic account opening and initial deposits, the CDA has especially large impacts on OK 529 savings among disadvantaged children. Advantaged children are more likely than disadvantaged children to have individual savings in OK 529 accounts, and average individual savings are higher for advantaged children. But, the CDA increases the likelihood that disadvantaged children have OK 529 accounts opened by their …

Homelessness and housing have become central issues in King County, Washington in recent years. This paper analyzes policies across multiple levels of government, and discusses the ways in which they have impacted homeless people in King County. This paper finds support for the idea that geographical disparity in resources has contributed to some of the challenges that King County and Seattle have experienced in their attempts to reduce homelessness.

Across the United States, municipal governments use tax abatement in various ways to incentivize development and revitalize urban areas. In Saint Louis, historical housing trends related to deindustrialization, redlining, and “white flight” led to the City’s depopulation, creating the current need to incentivize development. However, in certain neighborhoods, development now occurs without tax abatement, and some homeowners and developers receive tax abatement despite being able to afford paying taxes. Sino-African relations will continue to impact global power trends as China continues to actively engage with African states. This thesis has contributed to the debate concerning the nature of Sino-African affairs in a number of distinct ways. First, the three dominant schools of understanding Chinese actions in Africa were outlined and explained in-depth, they include: Chinese Imperialism, Great Power Rivalry, and Economic Engagement. Despite the 1976 affirmation by the Supreme Court that the death penalty does not violate the Constitution, some states have moved away from this practice due to a variety of reasons to the point that there appears to be regional differences in policy on this issue. The objective of this study is to determine which factors influence public opinion on capital punishment and how they account for the regional discrepancies in policy. Urban centers have long been areas characterized by teeming activity, innovation, and idealized opportunity. However, without fail every urban center contains the paradox between abundance and injustice as evidenced by high rates of food insecurity, lack of green space, and the compounding health disparities experienced by predominantly low-income and minority residents. These injustices will only worsen as the impacts of climate change accelerate. In response, this thesis uses New York City as a case study to explore the efficacy of ZFarming, which is farming in and on buildings, for creating more equitable and sustainable cities.
