Pawns And Paranoia: Baltic-American Anxiety Over Russian Aggression, Leila Roos

Existential anxiety runs deep for Baltic-Americans. It began with the Estonian, Latvian and Lithuanian refugees from the Soviet Union who strove to preserve their nations in exile. Post-independence, anxiety over Russian aggression may seem like leftover Cold War paranoia. For many members of the stateside émigré communities, however, fear of Russian expansionism is instead a sober assessment of reality. Looking at what they see as President Putin’s undeclared and unimpeded invasion of Ukraine, they worry that EU and NATO membership may not be enough to ensure the safety of Estonia, Latvia and Lithuania. Stepping Up: Burden Sharing By Nato's Newest Members, Joel R. Hillison Dr.

This book examines the burden sharing behavior of new NATO members. It makes the argument that new NATO members are burden sharing at a greater rate than older NATO members. It also suggests that NATO’s expansion did not lead to greater free-riding behavior in NATO, contrary to the predictions of the collective action literature. This analysis reveals that new NATO members have demonstrated the willingness to contribute to NATO missions, but are often constrained by their limited capabilities. This argument is supported using case studies, interviews with key NATO officials, and quantitative analysis of NATO defense expenditures and troop contributions.

This paper explores the European Union’s (EU) security relationship with the North Atlantic Treaty Organization (NATO) and the United States (US) through the framework of the Common Security and Defense Policy (CSDP). Skeptics have decried the rise of CSDP as a new security pillar, arguing that it is an attempt to balance against NATO and the US. I argue that this criticism is false. A comparison of two CSDP military operations, European Union Force Chad/CAR (EUFOR Tchad/RCA) and European Union Force Althea (EUFOR Althea), shows that operational success is heavily dependent on the EU’s ability to use NATO assets through …

[Excerpt] “President Barack Obama triggered a War Powers Resolution (WPR) controversy with his military response to the anti-government rebellion and civil war in Libya in 2011. Members of Congress seized upon the WPR, questioning whether the Obama administration had complied with the WPR’s requirements when the United States launched the initial Libyan Operation Odyssey Dawn (OOD) and subsequently participated in the North Atlantic Treaty Organization (NATO) Operation Unified Protector (OUP).
