Policing And The Responsibility To Protect In Oceania: A Preliminary Survey Of Policing Aid Programs In The 'Arc Of Responsibility', Charles M. Hawksley

This paper presents preliminary research about the donor aid programs that contribute to police-building in the `Arc of Responsibility' in the Pacific and Australia's `near-abroad'. It focuses on the capacity building projects that exist in Timor Leste and Solomon Islands with respect to police training. The two cases represent examples of exogenous state-building, situations in which the form and function of the state is to a great extent being dictated by outside actors. The international community provides different forms of assistance toward strengthening state capacity in the policing sector and this paper explores how police training programs and the deployment …

Richard "King Dick" or "Big Dick" Crafus, Cephas, or Seaver(s) first attracted attention by his size, strength and the authority he exercised as leader of U.S. African American Prisoners of War in Britain during the War of 1812. After the War he was celebrated as a boxing pioneer, ceremonial King of Boston's black community and almost certainly auxiliary law officer. Very little has been known about his life, and much of that obscured by his black working-class status; his true standing within his own community remains mysterious. This research attempted to determine whether current law enforcement officers with military experience felt that they were more prepared for their jobs in the agency than officers without military experience. Law enforcement officers from two police departments were selected to take a survey based on their military backgrounds. This survey was completed and the results were reviewed.
It was concluded that law enforcement officers with military experience felt that they were more prepared for the job and had an edge over other officers with no background in the military. In addition, officers with combat experience also felt that they had …

Policing, Crime, And Legitimacy In New York And Los Angeles: The Social And Political Contexts Of Two Historic Crime Declines, Jeffrey Fagan, John Macdonald

This chapter tells the story of policing, crime, and the search for legitimacy over the past two decades in Los Angeles and New York City. Throughout this complex political, normative, and legal landscape, crime rates dropped dramatically in each city to levels not seen since the early 1960s. The chapter begins with a discussion of the evolution of policing in the two cities, assessing reciprocal and dynamic changes that reflected both the crises of crime epidemics and crises within the police. Next, it examines the role of litigation on the evolution of policing. Policing regimes in each city were challenged …
