The Globalization Of Natural Resources: How External Actors Affect Political Survival In Resource Rich Countries, Chia-Yi Lee

This dissertation examines the effect of external actors, including foreign investors, the home governments of foreign investors, and international organizations: IOs), on leadership survival in resource rich countries. According to the existing literature, resource rich countries care less about external reputation and have a higher level of political risks for foreign investors, so, theoretically, they would tend to nationalize the resource sectors, especially in the presence of resource nationalism. In reality, however, resource rich countries cooperate closely with foreign actors and join IOs that constrain themselves. The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. This dissertation examines questions of water sustainability in contexts of wine production and state-led neoliberal development in the Temecula Valley, southern California, where wine tourism is at present being harnessed as an engine of economic growth. Natural and anthropogenic forces, such as global climate change, desertification, urban development, and the marketization and commodification of natural resources, affect the distribution and availability of water throughout the globe. As a result, the use of water, and associated political and environmental processes and consequences, in the production of global commodities, including wheat, citrus, and coffee, recently have come under increased scrutiny. The aim of this study was to test the implications of natural resource abundance for regional economic development for Williston, ND. Williston emerged as a natural choice for this study due to the recent crude oil production boom experienced by it post 2007. The implications of natural resource abundance on regional development are rather mixed in literature. While one strand of literature believes that natural resource industries often create forward linkages which supplement regional development, the other strand believes that it impedes regional development by diverting local resources. The study of natural resources lends itself to theorizing the politics of nature and the politics of time. The space of Western Sahara, where both remain highly contested, provides an opportunity to consider the ramifications of resources in political conflict at different historical moments. Drawing from environmental histories of North Africa and the Sahara, as well as the anthropology of time, the author focuses on two historical moments. The first, from 1945 to 1972, concerns the discovery of phosphate deposits during the Spanish colonial period and the implications of this discovery for political authority in the Sahara more broadly. The split of Sudan into two sovereign states, Sudan and the Republic of South Sudan, in July 20 II did not come as a surprise to many interested parties to the Sudanese conflict. Sudan and the Republic of South Sudan have intensified their dispute over an oil rich border region of Abyei.
