Black Students' Classroom Silence In Predominantly White Institutions Of Higher Education, Mahajoy A. Laufer

This qualitative study explored Black students' silence in classrooms at predominantly white institutions (PWIs) of higher education in the northeast United States. Fifteen student interviews revealed that teaching material centered on European-American culture and history influenced their silence. Participants perceived devaluing of people of color in course material and perceived that professors used and allowed racist language and opinions to pervade the classroom. Students negotiated the tension of having discordant views from the mainstream and at times, between other students of the same racial and cultural group. They often elected to speak out against perceived discrimination and remained silent in …

Last spring I announced that we would take time this year to focus some of our thinking and conversation on the topic of diversity, equity, and inclusion. There are many reasons for us to direct our efforts to this topic: the changing demographics in our society and the need to provide a welcoming environment to a diverse student body, faculty and staff; our responsibility to prepare students for living in diverse communities and working in diverse workplaces; and our desire to prepare citizens who will be sensitive to social injustices and motivated to right them. This paper examines housing affordability in the United States over the past three decades using the author’s concept of “shelter poverty.” The major findings are as follows: The number of shelter-poor households has been over 30 million since the early 1990s, an increase of more than 70 percent since 1970. Among families with children, rates of shelter poverty are much higher, and over the past several decades have risen faster, than among households with just one or two persons. Nearly half of all renter households are shelter-poor, victims of low incomes and rising rents; most low-income renters are headed by …

Does Political Incorporation Matter? The Impact Of Minority Mayors Over Time, John P. Pelissero, David B. Holian, Laura A. Tomaka
John P. Pelissero
The authors assess the effects of minority political incorporation in large cities. An interrupted time-series research design is used to determine whether the election of a city’s first minority mayor has any short-term or long-term impact on fiscal policies. The authors examined six cities that elected black or Latino mayors and six cities with white mayors from 1972 to 1992. In general, they find that minority political incorporation did not significantly change fiscal policies in different ways from that which occurred in cities without minority incorporation.

Alarming disparities in population health and wellness in the United States have led to multi-disciplinary research efforts to create health equity. Identifying disparities, elucidating the etiological bases of disparities, and implementing solutions to eliminate disparities are part of the U.S. national health agenda. Racial and ethnic disparities have been identified throughout the cancer control continuum, in cardiovascular disease, diabetes and a multitude of other conditions. The causes of disparities are complex, condition specific, and conjectured to result from combinations of biological and socio-behavioral factors. The paper focuses on the question “What research approach is effective in building trust with minority farmers?” The question is answered through a documentation of researchers’ experiences building trust and collaboration with minority farmers in the lower Mississippi Delta. The researchers applied two research paradigms -logical positivism and paradigm of praxis. The logical positivism research approach was met with mistrust and open animosity and had to be abandoned for one based on the paradigm of praxis. Through this approach, and cognizant of the historical-social-political context, the researchers included insiders from the focus population as collaborators and researchers and succeeded in …

This study used Aday and Andersen’s Behavioral Model of Health Services Use to examine the role of chronic disease and the joint impact of race and chronic disease type on mental health utilization. Using data from Community Tracking Survey Household Survey, we tested the assumption that chronic disease, chronic disease type, and race are related to lower rates of mental health visits when adjusted for predisposing, enabling, and need factors. After adjusting for population characteristics, we found that race significantly moderated the impact of chronic disease type on mental health utilization, showing that African Americans with cardiovascular disease were half …

Screening tests have been developed for many diseases—the presence of cancer, especially—but are differentially utilized among racial/ethnic groups. In addition to standard medical screening techniques, some patients opt to use Complementary and Alternative Medicine (CAM) for prevention and treatment. The purpose of the current study is to examine racial/ethnic disparities in primary and secondary preventive health behaviors, determine differences in use of complementary and alternative health regimens, and determine which health attitudes and health self-management factors are associated with use of complementary alternative medicine. The purpose of this investigation was to determine the effect of physician patient-centeredness on patient trust across randomly selected groups of patients from an inner city medical practice serving a preponderance of minority and socioeconomically-disadvantaged patients.
METHODS: A two-factor multigroup structural equation modeling design was employed, with randomly selected test (N = 300) and cross-validation (N = 300) samples of medical practice patients. Equality constraints were established to test the invariance of effects across groups. The model was compared to its unconstrained counterpart to further test its trustworthiness. The ability to obtain, understand and use the information needed to make wise health choices is known as health literacy. Low health literacy among members of populations with poor reading skills, limited mastery of the English language, members of ethnic or cultural minorities, and immigrants is likely a major contributor to health disparities in the US (Agency for Health Care Policy and Research 1997). A series of focus groups with East-Asian, African, Central and South American immigrants was conducted to better understand the perceptions of immigrants seeking health care services in an urban North Carolina county. Health disparities, social inequalities, and environmental injustice cumulatively affect individual and community vulnerability and overall health; yet health researchers, social scientists and environmental scientists generally study them separately. Cumulative risk assessment in poor, racially segregated, economically isolated and medically underserved communities needs to account for their multiple layers of vulnerability, including greater susceptibility, greater exposure, less preparedness to cope, and less ability to recover in the face of exposure. Recommendations for evidence-based action in environmental justice communities include: reducing pollution in communities of highest burden; building on community resources; redressing inequality when doing community-based research; and creating a screening framework …

Hungry For Respect: Discrimination Among Adults Using Emergency Food Services, Gilbert C. Gee, Kathryn J. Lively, Larissa Larsen, Jennifer Keith, Jana Stone, Kara Macleod

Objectives: We examined how adults using emergency food services report discrimination and how these reports may be associated with well-being.
Methods: Data come from a survey (n=318) and from five focus groups of adults using emergency food services, conducted between 2003-2004. The survey included measures derived from the Everyday Discrimination Scale and the Centers for Epidemiologic Studies Depression Scale (CES-D). Focus groups were analyzed with content analysis.
Results: The survey data suggest that everyday discrimination was associated with the CES-D, conditional on covariates. Focus group data are consistent with the survey results and suggest several avenues for future research, including …

This paper reviews Chinese- and English-language literature on ethnic minorities and education in China. Six major research topics emerge from the Chinese-language research: (1) Marxism and ethnic minority education; (2) patriotism and national unity in education for ethnic minority students; (3) multicultural education; (4) determinants of ethnic differences in education; (5) school facilities and teacher quality; and (6) preferential / affirmative action policies. Four research themes are identified from the English-language literature: (1) policy overviews; (2) education and ethnic identity; (3) incentives and disincentives for buy-in to the education system; and (4) educational stratification. The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

A systematic review of recruitment approaches was conducted as a step towards creating a culturally sensitive approach to enhance participation of African Americans into our Obsessive Compulsive Disorder (OCD) treatment research. From this review, a recruitment plan providing a collaborative partnership between the African American community and the clinical investigators was adopted. We sought to increase participation in OCD research by developing culturally sensitive educational materials, implementing strategies such as recruiter ethnic match, encouraging individuals to participate by a pastor, and providing education in the community that attempted to decrease stigmatization of mental illness and target cultural suspicion of institutional …

It is certain that Hispanics in Bowling Green confront numerous obstacles, such as a language barrier and a lack of knowledge of available community services that prohibits them from fully integrating into our community. The goal of this research is to gain a better understanding of these obstacles, to determine the perceptions of the city’s Latino population, and to ascertain what businesses, services, and community organizations can do in order to better accommodate Hispanics in Bowling Green. As the number of overweight and obese Americans rises, it becomes increasingly clear that Americans need further incentives to stimulate lasting lifestyle changes. Tax incentives focused on exercise, which have been largely unexplored to this point, are an effective response to the growing obesity problem in the United States that would largely avoid the political opposition that tax policies focused on diet have encountered. In addition, they would also provide a more palatable solution for the taxpayer beneficiaries with a relatively low impact on government revenues. No Child Left Behind (NCLB) was established in 2002 with the primary goal of closing the achievement gap between low socioeconomic students and their more advantaged peers. Charter schools are a part of NCLB's school choice policy and are intended to be a form of intervention to close the achievement gap. Affirmative action in higher education is a necessary component for ethnic minorities to be afforded postsecondary educational access and opportunities to improve their socioeconomic status. The ban of affirmative action in undergraduate admissions, wherever instituted, has decreased the undergraduate enrollment of ethnic minorities. The broad objective of this research is to demonstrate how the elimination of affirmative action has lessened postsecondary educational access for minorities, who presently account for the majority or near-majority population in several states and will soon account for a much larger segment of the national population. The quality of contemporary democracies hinges on the breadth and depth of the citizenship regimes on which democracy ultimately rests. This article argues that, to assess citizenship, two important dimensions are of crucial interest, namely to what extent formal citizens are able to live and practice substantive citizenship roles and, secondly, how access to citizenship rights is used by different societal groups in order to defend privilege. Having conducted a comparative case study of Portugal and France, I now argue that political elites are contributing to a framing of non-whites as foreigners and immigrants because it serves their purpose and …

In recent years, increasing attention has been paid to the importance of relevant factors in working with clients from diverse racial and ethnic backgrounds. The current study examined how client race and level of symptomology affect the clinical judgments of White counselor trainees using the Shifting Standards theory (Biernat, Manis, & Nelson, 1991; Biernat & Manis, 1994; Biernat, 2003) as a framework. One hundred and eighty four White therapist trainees were randomly assigned into four experimental groups: (1) severely depressed Black client, (2) severely depressed White client, (3) mildly depressed Black client, and (4) mildly depressed White client. Symbolic racism is a concept that has been heavily publicized and studied in the American context. However, less is known about what factors may influence levels of symbolic racism outside of America, and more specifically, in Europe. Nevertheless, it expected that symbolic racism is present in European countries whose residents have a relationship with the African Diaspora and/or Great Migration of North Africans and Caribbean. Public policies are typically established to eliminate important social problems (e.g., minority discrimination, crime, poverty). And the importance of these problems, and urgency people feel about addressing them, is influenced by perceptions of their prevalence. These perceptions, however, can be unwittingly biased by extraneous sources of information that lead some either to overestimate or underestimate the seriousness of the problem at hand. We review empirical work on the construction of perceptions of frequency and representativeness and the processes that underlie them, and show that these perceptions are often biased in ways that differ over segments of the population.
