The major metropolitan areas of the Intermountain West finally put the housing bust behind them in the third quarter of 2012 and in most places made solid progress. House prices rose in all 10 major metropolitan markets in the months from June to September for the first time since the recession began. Likewise, output growth accelerated and the unemployment rate continued to fall. Unfortunately none of this prevented the region’s already feeble jobs recovery from slowing.

Its objective is to provide a quick, current, and informative report of the region’s jobs. NEO is defined as a 14-county area, which is composed of four metro areas – Cleveland, Akron, Canton, and Youngstown – and three additional adjacent counties (Ashtabula, Columbiana, and Wayne). This brief begins with longer-term analysis followed by short-term trends from the year 2000 using the 20 two-digit industrial sectors of the North American Industrial Classification System (NAICS).

The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

A Typology Of Suburban Economic Development Policy Orientations, John P. Pelissero, David Fasenfest

John P. Pelissero

This article explores variations in economic development goals and orientations among suburban governments and the impact of these on economic development programs. The research was conducted among suburban officials in the Chicago Metropolitan area who responded to a survey in 1987. The results of the survey show that suburbs can be divided into five types based upon their economic development policies: aggressive, regulatory, cooperative, retentive, and reactive. These general policy orientations were found to affect the specific city government staffing, planning, activities, fiscal programs, and regulation related to economic development in the community.

Since 2010, New York State Governor Andrew Cuomo has closed nine state prisons for adults. For the prison towns that dot diversely rural and urban places of New York —each uniquely tied to the maintenance of mass incarceration— the closure of a state prison marks the end of an infusion of state capital constructed and construed quite explicitly as projects of economic development in the 1980's. While East Asia benefited significantly from its demographic transition in the 1970s and 1980s, the youth wave that we currently observe in the Middle East and North Africa (MENA) has not had a similar impact on economic development. The present study argues that resource wealth is an important reason for understanding why. We develop a simple model highlighting how the income effect of increased labor supply may depend on resource rents, and provide empirical evidence that support the theoretical predictions. Using panel data covering the period from 1970–2006 for more than 120 countries, we find a negative interaction effect between …

Data for the second quarter of 2012 reveal that the large metropolitan areas of the Mountain region were undergoing some of both the strongest and weakest economic recoveries in the nation—even as the pace of recovery across the region as a whole slackened. The result is a new geography. Crash-blasted Boise and Phoenix, along with Utah’s metropolitan areas, are now recovering relatively strongly while Colorado’s metropolitan areas and Albuquerque, Las Vegas, and Tucson struggle.

Working Towards The Sustainability Of New Orleans’ African American Indigenous Cultural Traditions, Ethan K. Ellestad

New Orleans indigenous cultural traditions such as Mardi Gras Indians, Social Aid and Pleasure Clubs and second line parades were born out of the disenfranchisement of the African American community. Though the practices have existed for over a century and provide social benefits, they have faced hostility from the police department, indifference from elected officials and city planners, as well as economic exploitation, denying them the ability to thrive. With a restructuring of public policy and outside assistance, these cultural traditions will be able to help revitalize the economically depressed areas where they continue to be practiced.

Microfinance is increasingly looked at as a development solution for countries around the world. Its development and practice in former communist countries, however, has been relatively unexplored. This study seeks to fill this gap by asking how the practice and operation of microfinance in Mongolia compare to global best practices. Using global best practice frameworks regarding regulatory and organizational environments for microfinance, data gathered from surveys and onsite training observations at Xacbank is used to assess Mongolia's financial sector and its relative compliance to said practices. Excessive deficits, irrespective of the mode of financing, are assumed to be growth retarding. The conventional wisdom is that high budget deficit is a source of economic instability. Empirical research, however, does not conclusively support this conventional wisdom; results are mixed and controversial across countries . Financial development enhances human development, and access to financial services makes a positive impact on people's lives particularly poor people. In addition, financial development reduces income inequality and boosts incomes. Over the last few decades, policymakers have considered financial sector reforms that promote financial inclusion. This paper attempts to show how financial inclusion is correlated with standard measures of economic development and economic well-being.
