Teacher Professional Standards, Accountability, And Ideology: Alternative Discourses, Katarina Tuinamuana

Teacher professional standards and accountability are today writ large on the landscape of both schooling and teacher education practice around the world. This paper explores some of the related debates through a discussion of four discourses on teacher professional standards: namely, discourses of commonsense, professionalism and quality, managerialism/performativity, and strategic manoeuvring. It is argued that each of these discourses legitimises particular understandings of standards and quality, illustrating the competing set of lenses through which they are viewed, as well as the broader ideologies from which they emerge, including neoliberalism and technical rationality. This thesis examines the effectiveness of the International Criminal Court (ICC) in holding individuals accountable for grave breaches of crimes against peace, war crimes, crimes against humanity, and genocide. I argue that if we measure effectiveness in terms of the ability to set agenda and to publicize, the ICC accomplishes much. My thesis to shows that, as a key part of the international agenda on human rights compliance, the ICC derives its effectiveness from the various naming and shaming campaigns by national governments and non-governmental actors (NGOs).

This paper is concerned with the professional efficacy of school counselors and school psychologists that operate under the umbrella of accountability reforms. Research questions addressed counselor and psychologist job roles and responsibilities, as well as their personal perspectives on the impact of accountability reforms on both the classroom context and student socio-emotional development. Interviews were conducted with counselors and psychologists of varying professional experience and school level, with analysis following analytic induction. Results indicate that the efficacy of student support personnel has been negatively impacted by accountability reforms, but schools that maintain a positive culture dedicated to excellence minimize that …

Throughout the 1990s the state of Yugoslavia dissolved, ravaged by horrendous conflict. Since, several retributive and restorative mechanisms to cope with past atrocities have been attempted. In these processes social activists and civil society organizations have increasingly gained ground. Employing concepts of sociology of spaces, which focuses on the creation of spaces through action and the interdependence of action on spatial structures, I argue that activists move between different spaces constituted by narratives of justice and truth. Different NGOs across the region run trial monitoring and/or witness support programs—examples of activist involvement in legal spatiality.

At the turn of the millennium the South African government allocated a total of R214 million (US$28.5 million) to the fight against HIV/AIDS, an epidemic that had reached crisis proportions. Less than 10 years later this figure has risen, in inflation-adjusted terms, to R3.96 billion (US$528 million), a real increase of over 1,850 percent. This study looks at how a civil society organization’s ongoing campaigns for treatment access that combined negotiations with the government, mass mobilization of its members (including civil disobedience campaigns), and litigation contributed to this increase.

In India the implementation of the National Rural Employment Guarantee Act (NREGA), which guarantees a minimum of 100 days of unskilled work per year to every poor rural family that needs employment, has been ridden with bureaucratic glitches and widespread corruption. This case study examines a civil society campaign to address problems in the NREGA’s administration and mobilize people to demand work under the scheme.

Through a complex litigation strategy that involved “freedom of information” requests, budget analysis, and media dissemination, the Civil Association for Equality and Justice (Asociación Civil por la Igualdad y la Justicia, or ACIJ) pressured the formerly reluctant government of the city of Buenos Aires, Argentina, to acknowledge a legitimate unsatisfied claim related to school vacancies for initial-level education and commit to making significant policy changes. This case study examines the ACIJ campaign and draws lessons for civil society engagement in public finance processes.

This qualitative study utilized focus groups to elicit input regarding the need and possible content involved in creating an improved outcome measure specifically designed for severe emotionally disturbed (SED) children and adolescents. Bátora alleges that political accountability has been “almost entirely overlooked” (2010, 2) in studies of the European External Action Service. An examination of the subject that extends previous studies on agency design, the co-decision procedure, the “democratic deficit,” and European Union foreign policy would resolve the neglect. As a result, the study derives a hypothesis from an established theory of bureaucratic structure. Findings suggest that during the design of EU agencies co-decision power improves the ability of the European Parliament to institutionalize methods of accountability to it.

Although 89% of state judges (appellate and general-jurisdiction trial judges) face some type of election, judicial elections are rarely thought of even by academics interested in elections. Iowa’s 2010 election, in which three Justices were defeated, is one of the most significant judicial elections ever. The Justices lost their seats because they participated in a unanimous 2009 decision upholding gay marriage. That decision stirred intense opposition among “social conservatives”, in Iowa a substantial proportion of the population and actively led by more than 100 ministers.

Purpose – This paper reviews and analyses the discourse recorded in the Hansard of the Australian Federal Parliament’s Senate Legislation Committees to determine if this parliamentary accountability process contributes to the (re)production of dominance and inequality in the public sector. This paper studies the impact of foreign aid on economic growth in Latin America and the Caribbean and determines whether this relationship is conditional on institutional quality, utilizing an index of accountability. I examine whether or not accountability structures rather than fiscal policies as used in Craig Burnside and David Dollar's 2000 article “Aid, Policies, and Growth” are a better determinant for overall economic growth. Using a database spanning 1996 to 2008, this paper examines the relationship between foreign aid and economic growth in 19 Latin American and Caribbean countries and seeks a clear definition of institutional quality.
