The last decade and a half has witnessed a dramatic growth in mining activity in many developing countries. This article reviews these recent trends and describes the debates and conflicts they have triggered. The authors review evidence regarding debates on the resource curse and the possibility of an extraction-led pathway to development. They then describe the different types of resistance and social mobilization that have greeted mineral expansion at a range of geographical scales, and consider how far these protests have changed the relationships between mining and political economic change. This study is interested in defining new variables that contribute to the explanation of whether or not an individual applies to postsecondary institutions. Prior research has explained differences based on demographic variables, such as first generation status, income and race, and differences in information and social support that an individual possesses. While these variables have a significant effect on the decision, they do not completely explain why individuals decide to pursue postsecondary education. This dissertation comprises three essays in public finance. The first essay is a research of a theory of trading of club goods and its application to jurisdiction. The essay establishes a model of trading of club goods among clubs, and illustrates its effects on the process and outcome of club formation. Cost function as well as disutility of crowdedness is emphasized and integrated into the process of club formation, after allowing for exchanging club good among clubs. In the process, the essay develops a market for club goods. Then the model is revised and applied to the formation of jurisdictions. …

The "third wave" of democratization has been accompanied by the spread of new institutions that allow citizens to deliberate and decide policy outcomes. Leading international organizations, such as the World Bank and the United Nations, have disseminated "best practice" programs identified with "good government" policy reform efforts. One of the most well-known programs, Participatory Budgeting (PB), was first adopted by Brazil's Workers' Party (PT) in 1989 as a means to promote social justice, accountability, and transparency. Development assistance loans provided by the World Bank and International Monetary Fund are accompanied by structural adjustment programs that must be implemented as a condition of receiving the loan. These economic reforms often include currency devaluation, inflation control, increased taxation, market liberalization, decreased expenditure, and a decrease in the size of government. Populations within countries are drastically effected by these structural economic reforms as social welfare programs are often cut, government workers laid off, and the domestic economy struggles to compete in the global marketplace. A governor's role as chief legislator is based on his ability to recommend legislation and then use his powers to have his proposals enacted and implemented as public policies. Many gubernatorial scholars contend that this legislative role allows governors to exert greater influence than other political actors on state public policies (Bernick and Wiggins 1991; Herzik 1991; Sanford 1967). We seek to explain the differences in fertility rates across high-income countries by focusing on the interaction between the increasing status of women in the workforce and their status in the household, particularly with regards to child care and home production. We observe three distinct phases in women's status generated by the gradual increase in women's workforce opportunities. In the earliest phase, characteristic of the 1950s and 1960s in the United States, women earn low wages relative to men and are expected to shoulder all of the child care at home. As a result, most women specialize in home production …
