Searching For Effective Natural-Resources Policy: The Special Challenges Of Ecosystem Management, Steven E. Daniels, Gregg B. Walker

No matter how elegant ecosystem management is scientifically, it will not reach its potential in western U.S., with its abundant public lands, unless it is effective public policy. Such policy is (1) an adaptive process, (2) utilizes the most appropriate science and technology, (3) is implementable, and (4) has low transaction cost. This paper focuses on the latter two characteristics which are shaped by social legitimacy, and proposes a procedure termed Collaborative Learning as a promising decision-making process for ecosystem management.

The hierarchically structured Wisconsin lndianhead Technical College, New Richmond, Wisconsin, is considering implementing Total Quality Management/Continuous lmprovement Process (TQM/CIP) districtwide. The purpose of this study was to determine opinions held by faculty and management employed by that district regarding what constitutes effective leadership methods/styles and to assess whether differences existed between faculty and management groups regarding these opinions. A questionnaire was developed and distributed to all full-time district faculty and management. Two-hundred fourteen questionnaires were distributed, and 1 54 were returned for a return rate of 71 .9 percent. Having always been intrigued by academic administration, it is only appropriate that I chose to study leadership perspectives within this traditional, yet ever changing context. Desiring the challenge of intellectual development as well as an opportunity to bring an effective change, I researched and assembled a pilot project. With use of this procedure, the Office of Academic Planning at Virginia Commonwealth University (VCU), may now analyze the implementation of various directions and components of their Strategic Plan over the next months for the September 1995 deadline.
