Many communities in the Southeastern United States have experienced dramatic social and demographic change during the past two decades. Much of this change is brought about by population growth as well as other socioeconomic transformations such as increases in per capita income and educational attainment. One result has been an obvious change in leadership and social structure at the county level as engendered by these population and socio-economic factors. Agricultural conservation research was revived by rural sociologists in the late 1970s and gained momentum during the 1980s. Most of this research was focused, however, on social and farm organizational factors affecting technology adoption and diffusion. Few studies included environmental factors such as soil characteristics, land physiography, and climate. This paper reviews rural sociologists' recent attention to environmental factors. Next, it describes the ecological and agricultural variation among production regions in the South and overviews Southern producers' participation in federal farm conservation programs. Determinants Of Farmers' Satisfactions With Farming And With Life: A Replication And Extension, C. Milton Coughenour, Louis Swanson

The purpose of this study is to broaden the understanding of the determinants of farmers' satisfactions with life as a whole and with farming per se by replicating and extending Molnar's 1985 study of the overall subjective well-being of Alabama farmers. Data from a 1982 study of Kentucky farmers are used to accomplish this objective. Molnar's conclusions regarding the individual and structural determinants of farmers' global well-being are generally confirmed. In addition, the farmer's global satisfaction with life is shown to be related to his satisfaction with farming but the structural determinants of global and farm satisfaction differ. Net farm …

Job Placement Of Jtpa-Trained Welfare Recipients: Implications For The Jobs Program In Southern And Nonmetro States, Linda M. Ghelfi

The new Job Opportunities and Basic Skills Training Program was instituted to provide education, training, and employment for adults receiving Aid to Families with Dependent Children. This study uses job placement rates for AFDC recipients trained through Job Training Partnership Act programs to gauge the difficulty participants in the new program may have in finding jobs. The results indicate that, at minimum, there would have been 56 percent more participants in the new JOBS program than there were in Job Training Partnership Act programs had the JOBS program started in the 1986 program year. Concern about eating genetically engineered food is explored for a sample of residents from Florida and North Carolina. Previous research on consumers' food safety concerns and perceived risk associated with food production suggests that concern about genetically engineered food is influenced by three factors. Concern is influenced by how well informed consumers are about food technology, their capacity to understand that information, and the compatibility of genetic engineering with consumers' moral beliefs. Utilizing logistic regression, women and persons who viewed genetic engineering to be morally wrong were found to have greater concern about eating genetically engineered foods. Employment Migration Among Graduates Of Southern Land-Grant Universities, John A. Ballweg, Li Li

This research addresses the geographic mobility of 2,028 graduates of 15 Southern land-grant universities. Concern was directed toward those who accepted positions outside the state where they graduated compared with those who remained within the state. The study uses panel data involving a 1976-77 survey while students were enrolled in an agriculture curriculum at land-grant schools and a follow-up survey a decade later. Migration patterns were identified and both demographic characteristics and employment history were examined. Migrant graduates were compared with non-migrant graduates according to what they considered important in accepting a first job as well as actual job earnings. …

The paper discusses the critical role of fiscal policy in developing African economies. While it is accepted that fiscal management is one of the important functions of a modern state, the nature of the fiscal management in a specific environment determines, to a large extent, the overall effect of such intervention. The Nigerian experience indicates a very narrow revenue base that could not withstand the weight of public expenditure and investment.

This paper highlights the need for credit, conditions for attracting credit especially for rural women and the policies that can provide the right atmosphere for access to credit by rural women for sustainable development.

Women And Homelessness: Evidence Of Need To Look Beyond Shelters To Long Term Social Service Assistance And Permanent Housing, Elizabeth Huttman, Sonjia Redmond
The Journal of Sociology & Social Welfare
Based on two surveys of staff in 25 homeless shelters in the San Francisco Bay area, this study focuses on services to homeless women and their children. Both the advantages and disadvantages of shelter living are discussed, as well as obstacles to moving homeless women and their children into permanent housing. The survey finds that there is a need for rapid movement out of the shelters and a concomitant need for long term social services.

To Survive And To Thrive: Integrating Services For The Homeless Mentally Ill, Marie D. Hoff, Katherine H. Briar, Kristin Knighton, Angie Van Ry
The Journal of Sociology & Social Welfare
An intervention research project with homeless, chronically mentally ill persons demonstrated that linking rehabilitation services, such as employment skills and psycho-social stabilization, with survival services promotes success in serving this population. The project confirmed the central role of case managers in promoting engagement with mental health services and re-integration into stable community living.

Although homelessness is not a new problem, the faces of the homeless are changing. For many, the term "homeless person" conjures up the image of a skid row alcoholic. However, the homeless now include unskilled middle-aged males, the chronically mentally ill, and families (Chaiklin, 1985). The reasons for the amplification of homelessness include unemployment, insufficient low-cost housing, alcohol and/or drug addiction, mental health deinstitutionalization and the inadequacy of community-based services. In addition, advocates for the homeless including Mitch Snyder (1986) and Jan Hagen (1986) have argued that federal and state welfare policy changes have served to shift potentially at-risk populations …

Acting On Their Own Behalf: Affiliation And Political Mobilization Among Homeless People, Marcia B. Cohen, David Wagner
The Journal of Sociology & Social Welfare
Homeless people have been portrayed in the literature as passive, isolated, and unable to act on their own behalf. The authors discuss the findings of an ethnographic study of homeless activists which challenge the stereotypical view of homeless people as disaffiliated and disempowered. Collective social action was found to have a long term impact on access to material resources, development of social networks, and construction of positive homeless identity.
