Singapore has comprehensive lifelong asset-building policies for its citizens. Four programs specifically target children: (1) Children Development Accounts (CDAs) for children starting at birth to age 12; (2) the Edusave account for school children aged six to 17; (3) Postsecondary Education accounts (PSEAs) for children aged 13 years and older; and (4) the Medisave Account, which is opened for every newborn.

Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. This article considers the extent to which the legal framework for making land use decisions in Singapore allows for public participation. It examines the issue from two angles: the creation and preservation of the built environment, and the transient use of public space. The first angle is discussed primarily from a heritage law viewpoint, focusing on planning law, compulsory acquisition law, and the legal regime for creating national monuments. Vital Yet Vulnerable: Mental And Emotional Health Of South Asian Migrant Workers In Singapore, Nicholas Harrigan, Chiu Yee Koh

Numbering nearly one million persons, low-waged, low-skilled migrant workers are a vital yet vulnerable part of Singapore’s economy and society. This study, undertaken several months before the Little India riots of December 2013, measures the psychological distress of 261 South Asian Work Permit holders, and 344 South Asian injury and salary claim workers. While most regular Work Permit holders are relatively happy and healthy, our study finds that 62 per cent of injury and salary claim workers meet the screening conditions for a Serious Mental Illness. Cointegration Of Matched Home Purchases And Rental Price Indexes: Evidence From Singapore, Badi H. Baltagi, Jing Li

This paper exploits the homogeneity feature of the Singapore private residential condominium market and constructs matched home purchase price and rental price series using the repeated sales method. These matched series allow us to conduct time series analysis to examine the long-term present value relationship in the housing market. Three key findings are obtained. First, we fail to establish a cointegrating relationship between the home purchase price and rental price based on nationally estimated indexes. Second, area-specific indexes demonstrate strong cross-correlations, invalidating the use of first generation panel unit root tests that ignore these cross-correlations. Magna Carta became applicable to Singapore in 1826 when a court system administering English law was established in the Straits Settlements. This remained the case through Singapore’s evolution from Crown colony to independent republic. The Great Charter only ceased to apply in 1993, when Parliament enacted the Application of English Law Act to clarify which colonial laws were still part of Singapore law. Nonetheless, Magna Carta’s legacy in Singapore continues in a number of ways. Compared with other dynamic Asian economies, the Singapore government's approach to intervene in the economy is both more extensive and more intrusive, but with a narrow focus on GDP growth and surplus accumulation as the primary objectives. Drawing from interviews with young adult Catholics in Singapore, this article discusses aspirations in terms of the capacity to be content. For my informants, the capacity to be content has three aspects: the pursuit of happiness, the questioning of Singapore’s incessant drive for economic growth, and the neglect of those left-behind. Taken collectively, these nuances show that the aspirations of young adult Catholics are effectively a moral critique of the social and economic state of affairs in the city-state.
