To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

Public Administration: Local Government And Decentralization In Ghana, Kwame B. Antwi-Boasiako

Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

Purpose – The purpose of this paper is to empirically examine the impact of the utilization of organizational practices on the career progression of women to executive positions in state-level government organizations in the USA.
Design/methodology/approach – The design included an online survey instrument sent to a purposive sample of 600 female administrative agency executives in 50 states. A standard multilinear regression model tests the predictive power of three composite explanatory utilization variables on the dependent variable, career progression of women to upper level management.
