"I Call It Hunting": Centuries Of Violence Against Native American Women, Antonia Felix

Native American and Pacific Islander women are missing and murdered at an alarming and relentless rate. The history of violence against this population starts with European contact in the fifteenth century and continues to this day with Native women suffering the highest rate of sexual assault per capita in the nation. This panel presentation held in observance of the International Day of Eliminating Violence Against Women concludes with a recognition of Native American resilience and actions all Americans can take to help reduce these crimes.

Many of the people caught up in the criminal justice system are non-violent offenders struggling with mental illness, which cannot and should not be addressed through incarceration. Our jails and prisons are ill-equipped to provide effective mental health services. Incarceration compounds the problem by contributing to increased psychological distress. We are relying on the criminal justice system to respond to mental illness, rather than investing fully in the spectrum of mental health care from prevention to recovery. Minnesota needs a new pathway approach in supporting people affected by mental illness. It is time we stop the practice of criminalizing mental illness, reform the probation and supervision systems, expand Medicaid and MinnesotaCare access, and fully invest in supports for people reintegrating back to their families and communities. Let’s take the millions of dollars spent annually on incarceration and invest in supportive services for people affected by mental illness. This approach invests in the health, hope, safety, and justice for all Minnesotans.

Traumatic Brain Injury (TBI) is a silent epidemic in Minnesota’s correctional system. People with TBI in corrections have significant needs related to their TBI that are not being met. These unmet needs threaten their personal safety and the safety of others in correctional settings and society at large; and threaten their ability to maintain their status as productive members of their communities upon release, negatively affecting the well-being of entire communities.

Since the release of the 21st century policing report in the United States, the techniques of de-escalation have received a lot of attention and focus in political systems, policy changes, and the media. This research surveyed professional peace officer education university students on their definition of de-escalation and the techniques associated with de-escalation before specific communications coursework was completed and then after the coursework was completed. This research has found that clearly defining de-escalation and emphasizing the broad range of techniques available enhances the students' understanding and application of proper de-escalation.

Imagine a man, suffering from alcoholism and schizophrenia, drifting through his small town, known mostly for getting thrown out of bars. When a graphic murder occurs, this man’s name gets linked to the victim, and police focus on him as a suspect. Although there is no evidence against him, a combination of poor police work and a town’s desire for closure lead to this innocent man being convicted of the crime and sentenced to death.
