The Gettysburg Journal for Public Policy

This scholarship argues that the widespread shortages resulting from the February 2022 recall of several infant formula brands following the closure of Abbott’s Sturgis plant are emblematic not of an acute market hiccup, but rather of a series of anti-competitive policy measures decades in the making. Using the aforementioned punctuating event as a guidepost, this analysis reviews the critical role that quality regulations, import restrictions, and procurement protocols within the WIC program play on concentration within the market for infant formula.

The 2014–2016 Ebola outbreak left thousands of Liberian survivors with severely diminished quality of life. Applying a social determinants framework, this mixed method study investigates to what extent Ebola virus disease (EVD) survivors suffer long-haul psychosocial stress, diminished quality-of-life factors, and the impact of EVD-related service provisions on their ongoing healing. We present the results of a quantitative analysis survey of data collected from 19 Liberian EVD survivors in 2022 using snowball sampling. Additionally, a qualitative analysis of survivor statements helps triangulate key statistical findings and inform causal mechanisms. The goal of this project was to identify how dietetics programs meet ACEND standards relating to public policy in their current and/or accredited program. This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

In the 1970s, Emelle, Alabama welcomed the establishment of a new corporation and the promise of new economic opportunities. The small settlement, almost exclusively African-American (94%) and in poverty (67%) was selected by Waste Management, Inc., after lobbying by Governor George Wallace to create the largest hazardous waste landfill in the US. When a state policy change significantly increasing costs, production slowed, jobs dissipated (from 430 to 250), and destitution returned. At the same time, other problems began to the surface, including water contamination and increasing rates of childhood cancers, attributable to the toxic seepage. The dump still operates, but …

Several policies have been issued in order to reduce the number of cases of female circumcision, but they have not shown significant results. Therefore, the authors want to explain why the implementation of the anti-FGM/C policy has not succeeded in reducing the number of female circumcisions in Indonesia and Egypt. Adults with intellectual and developmental disabilities (IDD) are prescribed more medications than the general population, placing them at significantly higher risk for issues due to taking multiple medications (polypharmacy). There are currently no clear national standards for the administration of medications given this risk. The following policy analysis explores state policies related to prescription medication oversight. This analysis pays particular attention to the use of medications that alter one’s mental state (psychotropics) among people with IDD who receive home and community-based services (HCBS) in the United States. Roughly half of all doctoral students in the United States will never complete their degree requirements (Council of Graduate Schools, 2020). That staggering number is larger for ethnic minority and female students, particularly for Black students who have the lowest completion rate (47 percent) and who make up only 13 percent of doctoral degrees (Lovitts, 2001). Additionally, retention rates for online students are an additional 10 to 20 percent lower than students who attend in-person (Rovai & Wighting, 2005).
