Background Community based rehabilitation (CBR) programs have been described as highly effective means of promoting the rights and opportunities of persons with disabilities (PwD). Although CBR are often the main way in which PwDs in low and middle income countries access rehabilitation services, there is little literature providing rigorous evaluation of their impact on people’s well-being. Methods Data was collected in the Mandya and Ramanagara Districts of Karnataka state, India, between December 2009 and May 2010. 2,540 PwD were identified and interviewed using stratified random sampling: 1,919 CBR beneficiaries (who joined the program between 1997 and 2009) and 621 persons …

Darfur is currently in a very complex situation making humanitarian intervention a very challenging endeavour. The civilian population is caught in the middle of armed confrontation resulting in massive forced displacement as well as in food shortage, lack of access to safe source of water and sanitation facilities, shelter, essential health services. Children are particularly vulnerable in conflict situation as they are higher risk of physical and sexual violence or emotional abuse. Disability and poverty have a complex and interdependent relationship. It is commonly understood that persons with disabilities are more likely to be poor and that poverty may contribute to sustaining disability. This interdependency is revealed not only through an examination of poverty in terms of income but also on a broader scale through other poverty related dimensions. Just how robust is this link? This paper compares data collected from household surveys in Afghanistan and Zambia, and explores the potential link between multidimensional poverty and disability. The international development community is beginning to recognise that people with disabilities constitute among the poorest and most vulnerable of all groups and thus must be a core issue in development policies and programmes. Yet, the relationship between disability and poverty remains ill-defined and under-researched, with few studies providing robust and verifiable data that examines the intricacies of this relationship. Humanitarian crises as a result of conflict are often characterised by failure of the social contract between the state and its citizens. For a variety of reasons, children with disabilities are often particularly vulnerable in time of humanitarian crisis. This paper draws on research undertaken by the authors in a series of countries affected by conflict, and looks at how the politics and policies of such countries, and the humanitarian and development agencies working in them, continue to exclude children with disabilities from formal and informal education structures. This paper explores the contribution of the capability approach of Amartya Sen and other authors to policy making in the specific case of disability policy. After reviewing existing models, their translation into action and their limitations in this regard, the paper introduces a new policy framework based on the capability approach. In particular, we introduce a new measure of functionings and capabilities. We investigate ways of measuring the gap between functionings, what people are able to do and be, and capabilities – the valuable practical opportunities people have and choose from. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol.
