Issues In The Unorganized Areas Of Northern Ontario, Dean Nickerson

This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.

Fiscal Impact Analysis: Applications And Usage In Ontario Municipalities, Jeffrey Celentano

This paper examines the overall effectiveness of financial impact analysis (FIA) in local government based on a survey of 48 municipalities in Ontario with populations over 25,000. The findings reveal that despite the usefulness of FIA as an evaluative technique for municipal expenditures and revenues, it remains an unpopular tool for local government administrators in the province.

An Investigation Of Privatization: A Local Government Service – The Waterloo County Board Of Education School Bus Fleet, Christopher Smith

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

The Boundary Adjustment Process: The Case Of Arbitration In The Greater London Area, Bruce Curtis

This paper examines the negotiation and arbitration processes that were used in the annexation of the Greater London Area to determine their appropriateness in resolving boundary issues. A comprehensive literature review and an analysis of public hearings were conducted. The findings reveal that the arbitration process was unsuccessful and inappropriate in resolving the boundary adjustment dispute and the arbitration process did very little in adding substantial information to the decision-making process.
