A period of intense nation-building, the late nineteenth century was marked by the search for medical and legal solutions to the increasing number of bodies that did not align with culturally constructed expectations of productivity and reproduction in Spanish modernity. Authors of this time used representations of disability to engage in urgent political questions about population control and the rights of individuals in the face of increasing medical intervention. In carrying out this analysis, I raise the question of how representations of disability created a space to reconfigure the social values that determined what lives matter. Background Community based rehabilitation (CBR) programs have been described as highly effective means of promoting the rights and opportunities of persons with disabilities (PwD). Although CBR are often the main way in which PwDs in low and middle income countries access rehabilitation services, there is little literature providing rigorous evaluation of their impact on people’s well-being. Methods Data was collected in the Mandya and Ramanagara Districts of Karnataka state, India, between December 2009 and May 2010. 2,540 PwD were identified and interviewed using stratified random sampling: 1,919 CBR beneficiaries (who joined the program between 1997 and 2009) and 621 persons …

Darfur is currently in a very complex situation making humanitarian intervention a very challenging endeavour. The civilian population is caught in the middle of armed confrontation resulting in massive forced displacement as well as in food shortage, lack of access to safe source of water and sanitation facilities, shelter, essential health services. Children are particularly vulnerable in conflict situation as they are higher risk of physical and sexual violence or emotional abuse. The Effects Of College Savings On Postsecondary School Enrollment Rates Of Students With Disabilities, Gregory A. Cheatman, William Elliott Iii

This is the first study to examine whether parents’ college savings is positively associated with special education students’ enrollment in postsecondary school. In addition to examining postsecondary school enrollment among students with disabilities, we also examine whether students’ and parents’ college expectations act as a mediator between parents’ college savings and postsecondary school enrollment. We find that while not all types of college savings are associated with postsecondary enrollment, college bonds are a consistent and strong statistically significant predictor of postsecondary enrollment for students with disabilities. Disability and poverty have a complex and interdependent relationship. It is commonly understood that persons with disabilities are more likely to be poor and that poverty may contribute to sustaining disability. This interdependency is revealed not only through an examination of poverty in terms of income but also on a broader scale through other poverty related dimensions. Just how robust is this link? This paper compares data collected from household surveys in Afghanistan and Zambia, and explores the potential link between multidimensional poverty and disability. Humanitarian crises as a result of conflict are often characterised by failure of the social contract between the state and its citizens. For a variety of reasons, children with disabilities are often particularly vulnerable in time of humanitarian crisis. This paper draws on research undertaken by the authors in a series of countries affected by conflict, and looks at how the politics and policies of such countries, and the humanitarian and development agencies working in them, continue to exclude children with disabilities from formal and informal education structures. This paper explores the contribution of the capability approach of Amartya Sen and other authors to policy making in the specific case of disability policy. After reviewing existing models, their translation into action and their limitations in this regard, the paper introduces a new policy framework based on the capability approach. In particular, we introduce a new measure of functionings and capabilities. We investigate ways of measuring the gap between functionings, what people are able to do and be, and capabilities – the valuable practical opportunities people have and choose from. Food Insecurity And Disability: Do Economic Resources Matter?, Jin Huang, Baorong Guo, Youngmi Kim

This research examines the relationship between work disability and food insecurity, and tests whether the positive association between disability and food insecurity is accounted for by two mechanisms: economic resources and/or competing consumption needs. a sample (N=6,997) is chosen from the 1999 Panel Study of Income Dynamics (PSID) with over 1,200 households headed by people with disabilities. Findings support both mechanisms but depending on the levels of food insecurity and the types of family economic resources, their success at explaining the relationship of disability with food insecurity varies. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. Exploring Saving Performance In An Ida For People With Disabilities: Some Preliminary Findings, Margaret Lombe, Jin Huang, Michelle Putnam, Kate Cooney

Asset development policies have been promoted as a means to create a more inclusive “ownership society.” During the past few years, asset building scholarship has begun to focus specifically on marginalized groups including persons with disabilities. Using a sample of Individual Development Account (IDA) program participants (N=376), we examine effects of disability status on IDA saving performance; we also assess variations in saving performance by individual and programmatic characteristics. Our results suggest that disability status, in addition to a number of individual and program characteristics, is associated with saving performance in an IDA. Implications for practice and scholarship are presented.

This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol. This paper presents findings from a case study of individuals with multiple sclerosis examining their planning and preparation activities for their future independent living and long-term care needs. Data collected from a representative sample of National Multiple Sclerosis Society members in the greater metropolitan St. Louis and eastern Illinois area indicate significant differences in income, assets, education, health and functional limitation status between individuals living in rural versus urban areas. Additionally, findings show respondents with greater levels of education and assets, and those living in urban areas, are more likely to have saved for retirement, made legal preparations, or engaged …
