The Influence Of Effects And Phenomena On Citations: A Comparative Analysis Of Four Citation Perspectives, Qiang Wu, Dietmar Wolfram

This article defines different perspectives for citations and introduces four concepts: Self-expected Citations, Received Citations, Expected Citations, and Deserved Citations. When comparing permutations of these four classes of perspectives, there are up to 145 kinds of equality/inequality relations. From these numerous relations, we analyze the difference between the Matthew Effect and the Matthew Phenomenon. We provide a precise definition and point out that many previous empirical research studies on the Matthew Effect based on citations belong primarily to the Matthew Phenomenon, and not the true meaning of the Matthew Effect. The 2011 Great Lakes Connections Conference was a conference for all Library and Information Science (LIS) doctoral students and candidates. It was a student-focused conference that was intended to provide an opportunity for LIS doctoral students to share and exchange ideas and research. The conference was open to all LIS doctoral students, and included both works in progress and full papers. The accepted papers and works in progress were selected through a double-blind review process.

As part of an ongoing research project, the Employment and Training Institute compared Wisconsin state income tax data for 2007 and 2009 for nine inner city Milwaukee ZIP codes, neighborhoods hard hit by the recession. In spite of the difficult economy, most inner city single Milwaukee parents remained in the workforce. The filing data showed only a 1% decline in earners in 2009 compared to two years earlier in spite of record high unemployment. A majority of the single parents earned less than $20,000 in 2009, and a fourth earned less than $10,000. The low earnings suggest workers with high …

The Employment and Training Institute analyzed the city of Milwaukee annual birth data to assist planning by Milwaukee Public Schools Superintendent Gregory Thornton. A total of 106,767 children were born to mothers living in the city of Milwaukee over the ten-year period from 1999 through 2008. All race/ethnicity data refer to the mother’s identity. Annual births to Milwaukee residents remained stable at around the 10,500 level from 1999 through 2005, and then increased to 11,372 in 2007 and 11,131 in 2008. An examination by the Employment and Training Institute of state earned income tax credits received by families in Milwaukee County based on their 2009 tax returns showed the usage of the credits by working families during the recession. Wisconsin Department of Revenue data are analyzed for tax filers with dependent children who received the Wisconsin earned income tax credit. This credit offers a refundable federal tax support to help reduce payroll and social security tax burdens and to supplement wages for low and moderate income employed families and single persons. This paper summarizes the Wisconsin research that led to educational policy changes for the GED (General Education Development) high school equivalency credential and tracks the attempted reform of the GED credential in the 1980s, development of alternative instructional programs in the 1990s, and subsequent reestablishment of the GED in the state’s high schools. The history sheds light on the role of the test publisher in promoting its product at the state level, the function of the GED in alleviating pressures imposed on local school districts by higher graduation requirements, and the competitive marketing advantages of a nationally-known GED credential over …
