As cities continue to grow at exponential rates, land use regulations, specifically density restrictions, have been implemented to mitigate economic effects, from increasing housing prices to difficult public transportation construction. These regulations range in type, taking into account factors regarding the most effective urban form for cities and recently the presence of COVID-19. Land use effects on housing prices are also adjacent to tackle the climate crisis. Covid-19, caused by the virus SARS-CoV-2, was declared a pandemic by the World Health Organization (WHO) on March 11, 2020. The pandemic-related disruptions and the pursuant lockdowns have adversely impacted every aspect of people’s lives including access to medical care, cancer care, preventive medicine, mental health, and dental care in an already imperfect healthcare system in the US. This report evaluates economic development efforts in the State of Nevada since the 2011 publication of Unify, Regionalize, Diversify: An Economic Development Agenda for Nevada; assesses demographic and economic trends for Nevada and its regions; examines how state and federal actions since the onset of COVID-19 can position Nevada and its regions to address long-standing economic, educational, and social deficits; and offers policy recommendations to be implemented in the next four years to facilitate a sustainable future for all Nevadans.

This paper analyzes the impact of COVID-19 on mass tourism concentrations, such as Las Vegas. It argues that health risks and perceptions may induce a more deconcentrated pattern of mass tourism, with more geographical dispersion to rural and natural areas. The analytical framework is modeled and applied to extensive data on Las Vegas tourism. The proposition on deconcentrated tourism concentrations is confirmed. Pre-pandemic outer-inner city complementary relations between “Outdoor Activities” in 11 surrounding national parks and the “Gaming Industry” in Las Vegas have transformed into outer-inner city substitution relations in the COVID-19 pandemic. The COVID-19 pandemic presented an array of policy problems for school districts across the country. This included balancing social distancing during in-person learning. The creation of the COVID-19 vaccine made in-person learning a more viable option again. However, the political polarization that surrounded COVID-19 extended to vaccines, with many communities experiencing hurdles in vaccinating their populace. Drawing on Bachrach and Baratz’s first and second faces of interest group power, we explore the relationship between teachers’ union power and reopening decisions during the fall 2020 semester in 250 large districts around the United States. We leverage a self-collected panel data set of reopening decisions coupled with measures of teachers’ union first face power (drawn from social media postings on teachers’ unions’ Facebook pages) and second face power (operationalized as district size, whether the school district negotiates a collective bargaining agreement with the teachers’ union, the length of the collective bargaining agreement, and the amount of revenue raised …
