Tourism transformation has recently become a key strategy in today's competitive business environment, as continued rejuvenation is required for a tourism destination to succeed over time. However, transformation can prove problematic for many emerging tourism destinations, which suffer from a lack of long-term decision-making tools and leadership from institutions at a local level. Since the breakup of the colonial empires following World War II, many newly independent states have embarked on a path of seeking political and economic development. Scholars studying this phenomenon soon became aware of an interesting puzzle. Why do the economies that have substantial natural resource endowments at their disposal tend to develop at a slower rate than economies that are less endowed with natural resources? From this question, the resource curse theory was derived. The resource curse theory has three main claims. The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

In recent years, local governments in the United States have increasingly used eminent domain to promote economic development, raising concerns among property-right advocates over what those advocates view as unlawful, or what should be unlawful, takings of private property in order to benefit another private property owner. This philosophical and legal dispute reached a crisis point in the 2005 United States Supreme Court decision in Kelo v. City of New London. The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. This professional paper is a cross-sectional analysis of the western United States that explores the research question of whether the internet, when used as a marketing tool, has an impact on urban economic development for municipal governments.
