Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. In the banking sector, the Community Reinvestment Act (CRA), enacted in 1977, and its associated policies are monitored by the banking regulatory agencies and implemented by the senior managers responsible for these mandates at regulated financial institutions. In December 2008, Governor David Paterson (D-NY) proposed an 18 percent tax on nondiet sodas and fruit drinks containing less than 70 percent natural fruit juice. While the tax was part of a broader budget proposal designed to address New York State's fiscal crisis - a plan that that included new taxes and tax hikes on 137 items and services' - state officials promoted the "obesity tax," as the soft drink levy came to be called, as a public health measure.

The “seat belt defense” has been hotly litigated over the decades in numerous jurisdictions across the United States. It is an affirmative defense that, when allowed, reduces a plaintiff’s recovery for personal injuries resulting from an automobile collision where the defendant can establish that those injuries would have been less severe or avoided entirely had the plaintiff been wearing an available seat belt. This is an unsettled legal issue in Arkansas, despite the growing number of cases in which the seat belt defense is raised as an issue. Consumer socialization literature has focused on individual socialization agents and their isolated effects. However, as John (1999) pointed out, children do not grow up in a social vacuum. Instead, the multitude of agents socializing children find their narratives interacting and their effects continually shaped and co-created. To understand how school-age children learn about food, I interrogate the complexity of socialization in three essays.

This research focuses on different aspects of the co-construction African Americans and marijuana in the news. First, the historical background of modern drug laws, including marijuana prohibition, and how this was dependent on racialized fears in the wake of the abolition of slavery. Next, the prevalence and variety of marijuana constructions in a national newspaper, with careful attention paid to associations with racial identifiers. Finally, how African American athletes and marijuana are co-constructed in an exemplary article.

Despite their importance to our system, the study of interest groups has produced few concrete findings compared to other actors such as administrative agencies and political parties in the policymaking process. The absence of generalizable findings is partly explained by the unpopularity of the topic, but is primarily due to a deficiency of easily accessible data and lack of agreement over how to operationalize important concepts. In the following dissertation, I employ interest group "scorecards" (ratings of members of Congress) as an approach to examining interest groups in a generalizable manner. Gender and faculty career advancement have been examined with a focus on academic work environment, including faculty workloads, mentoring relationships, access to research networks, and work-life balance. Previous studies concerned with gender, employment, and care work only have considered child care. Additionally, the exploration of faculty and care work focused specifically on gender instead of examining the interaction of race and gender. To date, no study on academic work-life policies includes faculty perceptions of their importance and effectiveness nor has the faculty assessment of eldercare policy been examined in relation to career success.

The purpose of the study was to explore the impact of the Baby Boomer Generation on the future services provided by Senior Centers in Northwest Arkansas, specifically in Benton, Madison, and Washington counties. The study was a mixed methods design utilizing both qualitative and quantitative methods. Three research groups were used: Nine Senior Center Directors, which were interviewed; one focus group composed of four Baby Boomers; and a print survey distributed to ninety-two Baby Boomers. How presidents talk us into war merges the study of problem definition in public policy with the study of rhetoric in communications. Using both qualitative and quantitative methods, this research analyzes the key words used by two presidents, Lyndon B. Johnson and George W. Bush, to persuade us into escalating a war in Vietnam and engaging in a pre-emptive war in Iraq, respectively. The findings indicate that presidents repeat words that are patriotic, emotive, metaphorical, symbolic and religious, tapping into American themes of Manifest Destiny and even predicting dire outcomes if we do not accept their definitions of the dangers …
