Management and governance systems should ideally match the nature of the natural environment and the range of human uses. Today’s ocean and coastal governance system is made up of singular laws and government agencies, the product of years of evolution. This system was never intended to reflect the complexities of the marine ecosystem and varied human uses of marine resources. The resulting “silo-ed” management system has never worked particularly well, but as we face a rapidly changing Gulf of Maine, and accompanying changes in uses, this system’s limitations are increasingly obvious. Maine’s materials management system is stuck in a disposal mode of waste governance. Despite significant investments in programs and policies designed to reduce the amount of waste the state buries each year, recent shocks and uncertainties have resulted in increased waste generation and disposal. This paper analyzes specific ways through which materials management in Maine has become locked in to a disposal mode of waste governance. We build a framework to help understand various forms of lock-in and how they might be unlocked. Northern Shrimp (Pandalus borealis) once supported a key commercial fishery in the State of Maine. Since its closure in 2013, the stock has remained in a particularly vulnerable state following recruitment failure, overfishing, and rising water temperatures. Furthermore, without this source of supplemental income, local fishermen have also experienced financial stress following unstable fishing conditions in other fisheries. The collective goal of this research project was to assess factors impacting the feasibility of reopening and maintaining this vulnerable winter fishery. These goals are addressed over 4 chapters. Variations In Media Framing Of U.S.-Cuba Policy, Anna Foster

This thesis looks at the usage of media framing in regard to Obama’s and Trump’s U.S.-Cuban policy. It analyzes articles from the New York Times and the Miami Herald and how they used framing techniques to present Obama’s 2016 opening of relations with Cuba, and Trump’s 2017 change in policy. After reading through the articles, content analysis was used in order to quantify the trends found in the framing techniques used by both papers. This thesis explores the inter-disciplinary space that lies between fisheries management and stock conservation, resource extraction and economic return at the individual producer level, balanced with societal welfare. It considers policy implications in support of changing marine ecosystems and considers the values of the Maine lobster communities, which depend on it. We conducted a comprehensive lobster industry survey to assess costs and effort expended at the producer level for a representative fishing year, and establish a series of production function performance baselines for future comparison. Research into the international agreements that increase cooperation over cybersecurity challenges is severely lacking. This is a necessary next step for bridging diplomatic challenges over cybersecurity. This work aspires to be push the bounds of research into these agreements and offer a tool that future researchers can rely on. For this research I created, and made publicly available, the International Cybersecurity Cooperation Dataset (ICCD), which contains over 350 international cybersecurity agreements and pertinent metadata. Each agreement is marked per which subtopics within cybersecurity related agreements it covers. These typologies are:

As Maine residents look toward the future, it is increasingly clear that more sustainable waste and materials management solutions will be necessary. A recent stakeholder engagement process involving nearly 200 industry professionals, municipal representatives and citizen groups confirmed this point. As we move together toward a more sustainable waste management system, participants in the engagement process identified an outstanding need to learn more about policies options. This article responds to that need with a review of state level policies designed to reduce waste generation and increase material recovery rates. The authors give an overview of how research carried out through Maine’s Sustainabilty Solutions Initiative (SSI) improves traditional models of science by providing a fuller picture of the interaction between social and ecological systems. They provide examples of university-community research partnerships, where there is a continuous communication and feedback process that identifies problems and develops projects with a solutions-oriented focus. SSI projects, they argue, “focus on issues that may make lasting improvements to Maine’s quality of place.”

In this interview, Robert Kates discusses the challenges of sustainability science in moving from what scientists know to actions that can provide solutions to pressing environmental and development problems. Kates notes that sustainability science has the dual mission of addressing core scientific and intellectual questions, while at the same time addressing development in particular places. He suggests that one of the key questions is how to address long-term trends and transition to a “better synthesis between environment and society.”

Understanding environmental worldviews is impor­tant because values can play a strong part in defining and resolving policy debates. Mark Anderson, Caroline Noblet and Mario Teisl present analysis of a survey that included questions about Mainers’ environmental values. They note that people can value the environment in multiple ways at the same time, and that these values are not necessarily mutually exclusive. In the end, they say, “values matter” in environmental policy.
