“The purpose of art is washing the dust of daily life off our souls.” - Pablo Picasso Art, as illustrated by Picasso’s quote, possesses the unique ability to cleanse our souls of everyday monotony. Given the transformative capabilities of art, we wondered how the arts could help revitalize a city, and, perhaps, revive an entire region. Can the same then be true for the “souls” of our cities, or even the collective soul of a region? The Visual Arts, Craft, and Design (VACD) sector, encompassing a wide spectrum of creative endeavors, has an impact on all of us in often …

This paper describes the completion of a "comprehensive study of regionalism" that was conducted by a joint team of economists and economic development specialists for the Economic Development Administration (EDA). The project consisted of two main activities: an examination of the factors associated with economic development success and the creation of a practical interactive tool for EDA project assessment and comparison. Findings from surveys, interviews, and project case studies are discussed in terms of their support for a positive relationship between successful economic development efforts and factors such as leadership and private investment. Also, the authors discuss the creation of …

The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. The IRC program and the MEP are charged with helping manufacturing in general, and small to midsized manufacturers in particular, improve their competitive position. The IRC program uses the outcomes from these assessments to think about the challenges their constituents face due to rapid evolution in the globally competitive …

Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. The first method uses quantitative models to estimate the effect of GRC on the studied economies. These models measure economic impact in terms of growth in total output, household earnings, and number of new jobs …

The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. The second type of contribution is through the various educational programs and events aimed at increasing interest and involvement in the arts. Although the value of these activities is difficult to quantify, …
