Financial inclusion has been a major theme in both industrialized and developing economies in the era of financial globalization. When microcredit institutions have received limited success in many countries, microfinance is being used in India for the purpose of accomplishing universal financial inclusion. This paper recognizes the overwhelming efforts of the Government of India and focuses on the success of the linkage between commercial banks and self-help groups (SHGs). The use of data by school counselors has grown increasingly important over the past few years, and has a prominent place in the American School Counselor Association‟s National Model for School Counseling Programs. This study examines the effectiveness of four variations of a workshop designed to improve school counselors‟ data use skills. The workshops were designed to vary along two dimensions; the amount of conceptual knowledge participants were exposed to, and the amount of a technology application (EZAnalyze) participants were exposed to. Reflective Learning Within A Counselor Education Curriculum, David J. Tobin, Rebecca A. Willow, Erin K. Bastow, Erica M. Ratkowski

Journal of Counselor Preparation and Supervision

The literature on counselor education and supervision acknowledged the importance of self-awareness and self-reflection in supervision. As counselor educators we emphasized a need to prepare students for reflective practice prior to the practicum experience. In order to investigate how active learning and opportunities were being infused, we conducted an inquiry into the core curriculum of a Community Counseling program. Learning activities were categorized and charted according to the eight core areas of counselor education. This case study analysis provides a guide for a curriculum review of reflective learning and a catalyst for further inquiry.

Career Experiences Of Counselor Educators: Early And Near-Tenure Experiences, Dana H. Levitt, David A. Hermon

Journal of Counselor Preparation and Supervision

Counselor educators near the tenure years (5-10 years) experience challenges that differentiate them from their early and late career colleagues, regardless of tenure status. The following phenomenological study sought to ascertain the experiences of counselor education faculty during these distinct years of their academic careers. Eight counselor educators were interviewed and themes were derived, including a need for increased support pre- and post-tenure, adequate doctoral level preparation for faculty roles, and challenges in balancing the functions within and outside of the academy. Recommendations for current and emerging counselor educators are provided.

Intricacy Unveiled: Metaphor, Models, And (Mis)Understanding In The Behavioral Sciences, Scott L. Horton

Metaphor use stands as a striking example of the creative drive of humans, with its ability to render understandable that which is highly convoluted, making it a natural partner and tool of the behavioral sciences. Touching briefly on the nature and efficiency of metaphor, I explore that tenacious and fertile connection vis a vis historic and current conceptualizations and contexts, and preparation for the counseling relationship.

Messy Love: Jean Vanier's L'Arche, Michael W. Higgins

The article focuses on Jean Vanier, founder of the international organization L'Arche, who won the 2009 Nation Builder of the Year award from the newspaper "Globe and Mail." The author describes Vanier as the impeccable subversive of the value system that equates human dignity with utility. It notes that he taught at the University of Saint Michael's College in Toronto, Ontario. It relates how Vanier established L'Arche.

Taxing Under The Influence? : Corruption And U.S. State Beer Taxes, Per G. Fredriksson, Stephan Gohmann, Khawaja Mamun

This article examines the effect of state level corruption on state beer taxes in the United States. Our lobby group model predicts that corruption reduces the beer tax, but this effect is conditional on the level of alcohol-related vehicle deaths. Using a panel of state level data from 1982 to 2001, we find that increased corruption is associated with lower state beer tax rates. The magnitude of the effect, however, declines with increases in alcohol-related traffic deaths. Our findings suggest that future empirical work estimating the effect of alcohol taxes on alcohol-related traffic fatalities should treat alcohol taxes as endogenous.

Research suggests that many public school teachers are not prepared to deal with the growing number of diverse students in the schools. Questions are raised by researchers about the ability of the current teaching force to adequately meet the needs of the growing number of students of Color in the schools. Small-scale qualitative studies find that many White teachers feel unsure of their ability to teach students of Color, tend to hold stereotypical beliefs about urban students and/ or students of Color, and tend to use cultural deficiency models for explaining their academic performance. Tobacco Politics And Electoral Accountability In The United States, Per G. Fredriksson, Khawaja Mamun

This paper investigates whether reputation-building strategies guide U.S. governors’ state cigarette tax choices, and whether the federal cigarette tax influences such behavior. Using 1975-2000 data, we find evidence that governors in states with relatively important agricultural tobacco production and tobacco manufacturing, and which are densely populated by smokers, appear prone to reputation-building. Moreover, lame ducks are more prone to raise the state cigarette tax the lower the federal tax.

Although affect is widely recognized as a powerful force in determining students’ academic success, researchers and practitioners have paid little attention to emotional barriers that often impede college success or how instructors may respond constructively when such barriers arise. The purpose of this paper is to initiate discussion of this important problem by offering a model of how an initially resistant, fearful, and/or anxious student can use emotionally unpleasant experiences to transform himself or herself into a more autonomous and successful learner. Gubernatorial Reputation And Vertical Tax Externalities: All Smoke, No Fire?, Per G. Fredriksson, Khawaja Mamun

This paper investigates whether reputation-building strategies guide U.S. governors’ responses to changes in federal cigarette taxes (i.e. vertical tax interactions). Using 1975-2000 state cigarette tax data, we find that reputation-building strategies affect the nature of vertical tax externalities. Lame duck governors exhibit a more negative response to changes in the federal cigarette tax. Thus, by reducing the state tax base and by causing a decline in the state tax, an increase in the federal tax rate reduces state tax revenues in states headed by lame ducks.

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). With the belief that fertile ground for a literate environment is created through lots of oral language, ancestral anecdotes, and reading a variety of genre in fiction and nonfiction, it is possible to link home and school literacy communities. This chapter describes the connection between district literacy events and functional home activities as the basis for a partnership in developing higher level thinking that transcends the classroom. During the past fifty years, the situation of professional women has changed dramatically. Women have expanded their career aspirations. They are no longer confined to traditional female fields such as education or nursing. We have seen the integration of women into previously male dominated fields such as accounting, medicine, law, etc. Integration; however, does not necessarily mean acceptance and equality nor does it mean that the stress created by work-family conflict has been resolved. This paper will examine some of the issues that continue to plague women as they attempt to progress in their professional fields.

The Hungarians in Romania and Slovakia are not just ethnic minorities but also linguistic minorities whose language has almost no linguistic similarity to their host nations’ language. One aspect of life in which linguistic minority issues arise most frequently is that of education. Should minority linguistic groups be forced to learn the national language in order to attend school or participate in official functions or should the government provide or allow for education in their native language?

This paper examines the commodification of hunting practices via the deterritorializing function of capitalism described by Deleuze and Guattari. It also studies counter trends-- predicted by or consistent with Deleuzean theory--that indicate a subtending authenticity displayed by certain hunting practices apparently resistant to commercial exploitation. "Blood culture" is my term for inauthentic hunting activity--a distinction drawn directly by Deleuze in his televised interviews with Claire Parnet.
