In the last 40 years, states around the globe have increased the role of markets in their financial systems. Using newly collected information on the educational backgrounds of Central Bankers, I demonstrate that the beliefs of state officials about the proper role of markets in the financial system influence the extent to which state's liberalize their financial systems. By tracing the liberalization experiences in both France and China through secondary sources, I show that bureaucrats within the state suggest reforms that conform to their neoliberal training when political leaders turn to them for solutions to what are perceived as technical …

This dissertation discusses how China’s rapid modernization and social transformation over the last twenty years since a series of reforms at the end of 1980s contribute to the changes in substance use behaviors. Specifically, there are three individual empirical chapters in this dissertation, each exploring one dimension of social change and its association with substance use. First, I have demonstrated how substance use can be a protective factor against unemployment over the long term, especially against the background of massive layoffs among former socialist industrial workers and landless peasants during this period. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Considering the extreme shortage of smoking cessation services in China, and the acceptability, feasibility and efficacy of mobile phone-based text message interventions for quitting smoking in other countries, here we propose a study of “the efficacy of mobile phone-based text message interventions (‘Happy Quit’) for smoking cessation in China”. The primary objective of this proposed project is to assess whether a program of widely accessed mobile phone-based text message interventions (‘Happy Quit’) will be effective at helping people in China who smoke, to quit.
