Prior TransNow funded research by Portland State University (PSU) and the University of Washington (UW) in cooperation with Tri-Met, the transit provider for the Portland metropolitan area, has utilized a rich set of archived data from the Automatic Vehicle Location (AVL)-based Bus Dispatch System (BDS). Tri-Met is one of the few transit agencies that archive AVL data for analysis and research.

Changing Prison Management Strategies In Response To Voi/Tis Legislation, Susan Turner, Laura J. Hickman, Judith Greene, Terry Fain

This legislation was designed to increase the capacity of State correctional systems to confine serious and violent offenders for longer periods of time and to assure the public that these offenders would serve a substantial portion of their sentences. The VOI/TIS incentive grants provide States with funds to build or expand bed capacity in correctional facilities, temporary or permanent correctional facilities, and local jail capacity. This study examined adaptations in prison management made by State correctional agencies in response to VOI/TIS. The rapidity of change has left scant opportunity for investigation of the consequences of adoption of transgenic crops on long-term ecosystem or economic system functioning. Economic theory suggests that, if the "Biotechnology Revolution" is left to market forces alone, there will be neglected public goods. Theory and limited empirical evidence suggests that there are significant incentives for private firms to discount and neglect certain environmental impacts and to develop products that meet mainly the needs of those able and willing to pay. Negative distributional impacts on rural societies and economies will not normally enter the private calculus nor will the …

As parents and educators demand more choice programs in their school districts, it is important for district officials to govern issues around equal access. When specialty programs are designed by grassroots groups and school staff without district-level guidance or funding, as it is in Portland, Oregon, equal access provisions can be overlooked resulting in lower ethnic and socio-economic diversity.

A Dissertation On African American Male Youth Violence: "Trying To Kill The Part Of You That Isn’T Loved", Joy Degruy Leary

This dissertation is based on Sociocultural Theory, Social Learning Theory and Trauma Theory, as well as a new theoretical framework (Post Traumatic Slave Syndrome) which takes into account multigenerational trauma. Five research questions involving independent variables believed to predict violent behavior in African American male youth were investigated. The first three questions addressed stressors experienced by African Americans: violence witnessing, violence victimization, and daily urban hassles. The fourth and fifth questions concerned the sociocultural characteristics of racial socialization and prosocial attitudes toward respect. Participants were 200 African American male youth residing in inner Northeast Portland, Oregon who were recruited from …

Housing embodies much more than just a physical commodity. In addition to being an investment, it is our shelter, right to privacy, connection to community, and access to recreation and necessities. Homeownership has long been hailed by social and housing advocates as an economic stabilizer for low to moderate-income neighborhoods. For low and moderate-income residents (households earning 50-100% of the median income), homeownership is possible in two forms: affordable market-rate housing created by the filtering down of houses until affordable to low and moderate-income households, or through subsidized homeownership programs which develop new housing and offer financial assistance for low …

A review of Oregon's Measure 7 ballot initiative, its history, and future impacts. The measure, which was on the state ballot in 2000, was the most sweeping property rights measure ever seen in this country's history. Although the measure passed, it was later ruled unconstitutional, and was being reformulated for inclusion in the upcoming November election.

This issue of the Periodic Atlas focuses on how metroscape residents voted in the 2000 general election. We have used geographic information systems (GIS) technology to map the distribution of votes in each election precinct across the region for the presidential race and all the measures on the Oregon ballot. This article examines the forces driving the pursuit of military production capacity in India, including those behind the Indian nuclear and space programmes. We are mainly interested in whether symbolic motivations regularly find expression in the public discourse. We review all articles on the subject of weapons development and production appearing in India Today from May 1977 to April 1999. There are three closely interrelated yet distinguishable concerns in the public discourse that we consider symbolic: that military industrialization is a means of asserting India's autonomy in international affairs, that it is a means of establishing India's international status and …

The Neoglacial History Of Mt. Thielsen, Southern Oregon Cascades, Martin Dietrich Lafrenz

Little Ice Age (LIA) deposits are recognized on Mt. Tbielsen, southern Oregon Cascades (43° 9' N, 122° 3' W), based on particle morphology and relative position. The initial advance, Lathrop 1, created a sharp-crested moraine and a protalus rampart within 200 m of the headwall. The retreat of the glacier and recent ice movement, Lathrop 2, is recognized by the deformation of the moraine and a mantle of "protalus till" creating a polygenetic "push-deformation'' moraine. Both the moraine and the protalus rampart have sparse vegetation, no lichens, and a lightly weathered Cox/C soil. This sequence is correlative with LIA Phase …

This project is a plan to transform an under-utilized parcel of public land into a community asset. Through the analysis of construction, funding, site constraints, maintenance and stewardship options, the project team created a design concept and implementation plan for a parcel of land adjacent to the Interstate 5 freeway. The project team solicited input from community residents through a public involvement process and created an advisory committee consisting of stakeholders to provide guidance for the project. Economics Of Overloading And The Effect Of Weight Enforcement: Research Note, James G. Strathman

This note describes the economic rationale for exceeding weight limits by motor carriers in the face of weight enforcement activities. Patterns of weight enforcement practices by states are identified reflecting differences in enforcement intensity and the severity of penalties imposed for exceeding weight limits. Statistical analysis of weight enforcement data shows that the marginal effects of enforcement intensity and penalties are similar in deterring overloading, with most of the enforcement-related deterrence attributable to the use of portable/semi-portable scales.

Since the passage of the Highway Safety Act of 1966, state departments of transportation have engaged in systematic safety improvement planning and programming. According to Davis (2000), the general approach to safety improvement planning employed by most states follows six principal steps:

1. Identification of hazardous roadway locations using crash records;

2. Detailed engineering study of selected hazardous locations to identify roadway design problems;

3. Identification of potential countermeasures;

4. Assessment of the costs and benefits of potential countermeasures;

5. Implementation of countermeasures with the highest net benefits;

6. Assessment of countermeasure effectiveness following implementation.

As metropolitan Portland continues to develop over the next 20 years, transit options will need to be expanded to meet the growing demands on the region's transportation system. Some outlying portions of Southeast Portland, specifically, the emerging communities of Pleasant Valley and Damascus, have been designated by Metro as areas that should be planned to accommodate future increases in population. Both Metro and Tri-Met have expressed a desire for Bus Rapid Transit (BRT) service to this area from downtown Portland, within a corridor roughly following SE Powell Boulevard and Foster Road.

In February of2001, Sustainable Communities Northwest (SCNW), a local nonprofit housing developer specializing in sustainable development, contacted Portland State University's Planning Workshop with a request for assistance. Sustainable Communities Northwest was interested in the possibility of converting an apartment building into condominiums to create affordable homeownership opportunities for low-and moderate-income families. ]nspired by recent market rate cohousing projects in Portland and elsewhere, SCNW was also seeking to incorporate aspects of community-oriented housing into this development. Sustainable Communities Northwest was interested in evaluating if a sustainable, affordable, community-oriented condominium conversion concept would be feasible in the Portland area housing market.
