This project is a part of a broader initiative - the Resilience Adaptation Feasibility Tool (RAFT) - that addresses the daunting challenges coastal communities are facing related to sea level rise and climate change (more information about RAFT is available here: https://ien.virginia.edu/raft).

The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise. In 1986, Virginia passed into law a requirement that public schools cannot open until after Labor Day unless they met specific conditions for a waiver. In 2017, over 50 percent of Virginia elementary, middle and high school students attended schools that opened prior to Labor Day. We ask whether there is evidence to support the commonly offered arguments for and against the Virginia “Kings Dominion law.”
