As coastal communities across the U.S. and worldwide undertake efforts to enhance their resilience to coastal hazards, they must do so while ensuring that all voices are heard, addressing and preventing disparate impacts, and, ultimately, increasing resilience in an equitable way. The Resilience Adaptation Feasibility Tool (RAFT) assists coastal communities in incorporating equity into resilience planning and implementation of projects to increase resilience. The RAFT includes social and economic dimensions in assessment of resilience and focuses on how localities can build resilience equitably. In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment). This chapter offers an approach to 3P contract writing for HOV/HOT facilities that is structured by a stakeholder analysis of actors in the project accountability environment. The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

This article describes a participatory geographical information system (PGIS) demonstration project used as part of the stakeholder engagement efforts undertaken by the Citizen Engagement Working Group of the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project. The PGIS demonstration project was conducted in the Little Creek/Pretty Lake case study area in the Hampton Roads region of southeastern coastal Virginia. PGIS served as a deliberative and participatory mechanism to obtain local knowledge from residents about the location of valued assets within the community and locations challenged by increased flooding and sea level rise.
