This research studies how military and civilian networks influence military veteran’s perceived resource acquisition and consequently their entrepreneurial intention (EI). Building on social network theory and institutional theory, we argue that the effects of a network consisting of military ties may be more limited than its civilian counterpart in increasing veteran’s EI. The institutional gap between military and civilian life increases the difficulty of making the transition and therefore disconnects the link between one’s military network and their EI via resource acquisition. Using questionnaire survey data collected from 261 veteran students in a public university in the US, we found …

This research examines how information and communications technology (ICT) has bolstered coastal resilience efforts across multiple sectors in coastal areas. Coastal vulnerability can be considered a wicked problem in society. Wicked problems are hard to define and solve and have broad social, economic, and environmental impacts. When dealing with wicked problems, planners have no right to be wrong since the outcomes can be detrimental and far-reaching. A closer look at coastal areas like those in coastal Virginia and the Caribbean highlights the constant need for policy and strategy toward feasible resilience solutions. Cross-sector partnerships and cross-disciplinary efforts are proven effective …

Despite research findings that show the benefits of being prepared for hazard events, studies on hazard preparedness report that individuals, communities, and businesses are often poorly prepared. Several studies have determined that various factors and contexts (individual, environmental, social), social messaging, social influences, and information sources can play an important role in determining how a community prepares for and responds to a hazard (Wachinger et al., 2013; Paton & McClure, 2013; Lindell & Perry, 2012; Paton, 2007).

Higher levels of trust may lead to desired protective behaviors while lower levels may lead to low levels of engagement and compliance in …

The communal nature of long-term care facilities (LTCFs), and the population served which includes older adults often with underlying medical conditions, put those living in LTCFs at increased risk of infection and severe illness from COVID-19. The COVID-19 pandemic has further illuminated gaps in LTCFs disaster preparedness as they have lacked the resources necessary to contain the outbreak, including tests and personal protective equipment, and underpaid and undertrained staff. The purpose of this research is to examine resident safety in nursing homes within the Hampton Roads region during the COVID-19 pandemic. The coronavirus pandemic [COVID-19] forged new roles, dynamics, and systems across the public administration and policy domain. The hurricane season approached just a few months after the COVID-19 outbreak and necessitated swift emergency management response. The usual planning for the hurricane season grappled with pandemic threats, clouds of fear, and the urgent need for reconfigured strategies. Policy practitioners, academicians, and non-government officials convened to construct and deconstruct cross-sector plans for navigating the hurricane-pandemic wave. These tweaked strategies were necessary for coastal communities like Hampton Roads that are prone to extreme weather events. Information communication technology (ICT) was at the forefront …

Effective emergency management saves lives. The role of an emergency manager is to implement policies and practices to ensure disaster preparedness, mitigation, response, and recovery to promote community resilience; however, there are many factors that may hinder goal achievement. The False Alarm and Desensitization Model explores this concept by illustrating how evacuation behaviors and risk perceptions are influenced by individual experiences. Specifically, the Model demonstrates how disaster event false alarms and desensitization decrease the likelihood of adequate response during subsequent events.

False alarms and desensitization impede disaster preparation and perpetuate community vulnerability. This research highlights the false alarm theory of …

The purpose of this research is to examine emergency preparedness in nursing homes within the Hampton Roads region. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes. The Emergency Preparedness rule outlines regulations for states and long-term care facilities in four core elements: risk assessment and emergency planning; communication plan; policies and procedures; and training and testing. Although there has been an increased focus on emergency preparedness for hospitals, the long-term care industry has often fallen through the cracks as an important component of the …
