Criminal Activity Nuisance Ordinances (CANOs) are local laws found in thousands of cities throughout the country which penalize property owners if repeated incidents of criminal activity related to their property occur over a set period of time (typically, 12 months). Nearly 50 cities in Ohio have CANOs, including more than 20 in Northeast Ohio.
Drawing on extensive public records from a sample of Northeast Ohio cities, this report offers a snapshot of CANOs and how they are being used.
• CANOs disproportionately impact renters, people using housing vouchers, and people of color.
• Race and class stereotypes surface in public …

As more students experience higher education in distance courses and online degree programs, librarians recognize the importance of their presence in campus learning management systems (LMSs). To provide this important distance support in the most effective way possible, librarians should follow online instructional design best practices. This poster describes one librarian’s experiences collaborating with her eLearning Department to learn about the Quality Matters (QM) program, and the steps she took to apply the QM rubric to her own online learning objects. The QM program uses a research-inspired rubric and peer-review system to ensure high quality online courses for participating institutions. …
Critical Thinking And The Acrl Framework: Fake News And Fallacies, Mandi Goodsett
Critical Thinking And The Acrl Framework: Fake News And Fallacies, Mandi Goodsett
Michael Schwartz Library Publications
Critical thinking is characterized by the careful, reflective judgement of ideas as a guide for action. The dispositions and skills of critical thinking share a lot with the ACRL Frameworks’ frame, “Authority is Constructed and Contextual,” which many librarians are already attempting to incorporate into their teaching. Informed by the critical thinking education literature, librarians teaching about authority (even in one-shot library sessions) can encourage critical thinking skills and dispositions, which help students overcome their own flawed thinking and make better decisions. This presentation will explore the many decades of research about critical thinking in the classroom, and demonstrate its …

Through the lense of critical librarianship, librarians are becoming increasingly involved in social justice and human rights issues. This poster describes a collaboration between a subject librarian and a faculty member in which students were given an assignment that drew on Public Sphere Pedagogy (PSP). The goal of PSP is to increase students’ sense of civic agency and personal and social responsibility by connecting their classwork to public arenas.
ENG 208 is a course that intersects with Black Studies and Women’s Studies, and the PSP project built on an assignment to read Blanche Cleans Up, a detective novel targeting lead …

How can Cleveland repopulate? Generally, there are two theories of thought: by focusing on regional economic development, so that people follow jobs; and by focusing on local economic development, particularly in housing and quality of place. Here, jobs follow people.
While the oft-heard question in city building is whether people follow jobs or jobs follow people, recent research suggest it is likely both. Cleveland needs both a jobs strategy and a housing strategy to incur repopulation. This report brief sketches out the framework of a housing strategy, while an upcoming report by The Center for Population Dynamics called “The Healing …

The origins for this project include a 2011 Cleveland State University feasibility report which provided research on “aerotropolis” developments in general and describes planned development outward from an airport with observations specifically for Cleveland. Subsequently or concurrently, Cuyahoga County Council introduced a resolution to support early efforts to collaborate with stakeholders for the purpose of promoting economic development, job creation, job retention, and workforce development around Cleveland Hopkins airport.
The Aerozone Alliance has been organized to create the conditions for an airport city or “aerotropolis” to take shape.
The Aerozone Alliance region comprises more than 7,000 land parcels around Cleveland …

Deaths from opioids, specifically heroin and fentanyl, have been increasing at alarming rates nationally, in Ohio, and in Cuyahoga County. Cleveland.com reports that the Cuyahoga County Medical Examiner asserts that “Cuyahoga County is still on pace to far exceed last year's (2016) record number of heroin and fentanyl overdose deaths after seeing an increase in April (2017)”. The Medical Examiner’s Office also reports that there is an increasing number of African American fatalities due to fentanyl. In 2016, 72 of the 544 deaths (13.2%) from heroin and fentanyl were African Americans; in the first quarter of 2017, 31 of 146 …

To Leave Or Not To Leave—Law Libraries And The Fdlp: A Decade Later, Is That Still The Question?, Lauren M. Collins
Law Faculty Articles and Essays
This article recounts the literature of the late 1990s and early 2000s, when some librarians, considering the changing form of government information, questioned whether the FDLP would survive in its existing form and recommended FDLP changes that would keep depository libraries engaged as the means of accessing digital government information evolved. In the later 2000s, articles and reports included comprehensive suggestions to the GPO, by and on behalf of library associations, of ways to make depository libraries stronger partners in the FDLP. Possibly in response to these calls for reform, the GPO polled depository libraries in its 2012 FDLP Forecast …

Evaluating Information: Where Do Librarians And Skeptics Align?, Evan Meszaros, Mandi Goodsett
Michael Schwartz Library Publications
Although librarians may not realize it, they have many shared goals and values with those who consider themselves “Skeptics.” The presenters of this poster intend to survey a variety of types of librarians who teach patrons how to evaluate sources. The survey will investigate the librarians’ knowledge of concepts in skepticism, awareness of resources available to skeptics, and general attitude towards those who consider themselves skeptics. The poster will synthesize and analyze the results of this survey to reveal where librarians and skeptics align, and how that alignment compares with the attitudes librarians have overall toward the skeptic community.

This report presents an analysis of the economic impact of the National Aeronautics and Space Administration’s John H. Glenn Research Center (NASA Glenn) during its fiscal year (FY) 2016. It uses an input-output model, which reflects the buy-sell relationships among industries, the household sector, and the government sector in a region, to estimate the effect of NASA Glenn’s spending on the economies of both Northeast Ohio and the state of Ohio.
This model assesses economic impact in terms of growth in total output (sales); value added (output less intermediary goods); household earnings, number of new and supported jobs, and taxes. …

The impact of theater is traditionally discussed in the emotion someone feels from seeing a live show on stage or the nostalgia of remembering the experience of seeing one’s favorite movie come to life for the first time. Theaters are one of a city’s most beautiful treasures, often constructed with high levels of architectural appeal which can take audiences out of their normal life and lead them into the world of the performance. However, besides beautiful buildings and fond memories, what is the impact of the theater sector on a region?
This study uses a quantitative framework to examine the …

This report presents findings from an investigation into shale-related investment in Ohio from researchers at Cleveland State and Youngstown State Universities. The investment estimates are cumulative from 2011 through the summer of 2016. Subsequent reports will estimate additional investment since the date of this report.
The investigation was made into upstream, midstream and downstream investments. The downturn in oil and gas prices in late 2014 that continued through 2016 has constrained upstream investment in Ohio, as drilling slowed. However low hydrocarbon prices have increased a nationwide appetite for natural gas and natural gas liquids. This has led to a continuation …

In anticipation of the development of a Neighborhood Transformation Initiative, in 2016, Mayor Frank G. Jackson commissioned Cleveland State University’s Center for Population Dynamics to analyze the City of Cleveland housing market. The resulting study, “Preparing for Growth,” provides a foundation for the Mayor’s Neighborhood Transformation Initiative acknowledging neighborhoods where private investment is strong but, and most significantly, identifying emerging neighborhood markets where focused planning and the leverage of public dollars will attract private investment to the benefit of existing residents and businesses in these neighborhoods.
