In January 2013, civic leaders, community stakeholders, and residents came together to release Detroit Future City: 2012 Detroit Strategic Framework Plan, a guiding blueprint for transforming Detroit from its current state of population loss and excessive vacancy into a model for the reinvention of post-industrial American cities. Three years prior, the U.S. Census had reported that the city had lost 24% of its population over the last decade and had experienced a 20% increase in vacant and abandoned property, bringing total vacancy to roughly the size of Manhattan. In the United States, the intersecting relationship among race, sex, gender, and sexuality plays a significant role in one's identity development and socialization. Especially for lesbian, gay, bisexual, and transgender (LGBT) Asian Pacific Islander (API) individuals, such interplay presents a continuous task of processing and presenting different identities. Employing a national sample of over 500 LGBT API individuals and utilizing multivariate regression analysis, this thesis explores how LGBT API individuals' sexual and racial identities affect their decisions in coming out to family, friends, co-workers, and other community members. Shrinking Cities, Growing Adversaries: The Politics Of Territory For Community Nonprofits In 'Shrinking City' Planning Processes, Janice Bockmeyer

Political institutions in ‘shrinking cities’ undergo transformative restructuring when depopulation and disinvestment threaten public capacity. Using a New Institutionalism approach, this chapter explores historical impacts of changing institutions on community nonprofit organization (CNPO) behaviors, and highlights applications to Detroit’s current ‘right-sizing’ planning processes. It explores influences of foundations, intermediaries and anchor institutions on CNPO roles in decision making and concludes that Detroit illustrates governance without government, challenging CNPOs to impact deliberations increasingly led by the independent sector, where communities and CNPOs lack formal access. The chapter presents one case of counter-institutional response, that of LEAP, an innovative alternative CNPO plan.
