Illicit drug use has created an enormous burden at societal, family and personal levels. Every year a significant amount of resources is allocated for treatment and the consequences of illicit drug use in Australia and around the world. Heroin is one of the major forms of illicit drugs that are used illegally. Several independent heroin treatment strategies or interventions exist and state-of-the-art research demonstrates their efficacy and relative cost-effectiveness. Purpose – This paper reviews the normative literature of performance measurement within the context of Public-Private Partnerships (PPPs). The purpose of this paper is to examine the effectiveness of current ex post evaluations of PPPs and identify a feasible direction to comprehensively and effectively measure the performance of PPP infrastructure projects.

Design/methodology/approach – An in-depth literature review is conducted in this paper. The focus of the review is associated with the general performance measurement and performance measurements of PPPs.

In this study a series of isatin-based, pH-sensitive aryl imine derivatives with differing aromatic substituents and substitution patterns were synthesised and their acid-catalysed hydrolysis evaluated. These derivatives were functionalised at the C3 carbonyl group of a potent N-substituted isatin cytotoxin and were stable at physiological pH but readily cleaved at pH 4.5. Observed rates of hydrolysis for the embedded imine-acid moiety were in the order para-phenylpropionic acid>phenylacetic acid (para>meta)>benzoic acid (meta>para). The ability to fine-tune hydrolysis rates in this way has potential implications for optimising imine linked, tumour targeting cytotoxin-protein conjugates

omputer-assisted telephone interviewing and random digit dialling are increasingly being used to conduct household surveys in Australia. However, there is little published information concerning Australian experience with such surveys. In 1995 the Government Statistician's Office in Queensland conducted a household survey to study population migration using these techniques. The survey involved a sample of 110 000 telephone numbers resulting in 38 000 responding households. This article describes a computerized survey management system that was developed and which provided information concerning important operational and quality aspects of the survey.

This paper presents a series of new single-grain optically stimulated luminescence (OSL) ages for the Still Bay at Blombos Cave, South Africa, and compares them to previously published OSL, thermoluminescence (TL) and electron-spin resonance (ESR) ages for this site. Details are provided about the measurement and analytical procedures, including a discussion of the characteristics of the OSL signals of individual quartz grains. among students of two violence prevention programs
run by the National Association for the Prevention of
Child Abuse and Neglect (NAPCAN). The evaluation
centres on the LOVEBiTES program run among
Year 10 students and a newly developed Respectful
Relationships program run among Year 7 students.
The evaluation was conducted among students who
participated in these programs in a Sydney school
in 2010. Students in Years 7 and 10 were surveyed
before and after their participation in a thirteenweek
program and a full-day workshop respectively,

Goal-free evaluation (GFE) is an evaluation model where the evaluator is deliberately kept from the stated (or implied) goals and objectives of the program; this is accomplished by appointing a screener to keep goal-related information from the goal-free evaluator. Screening the evaluator from program goals is designed to control bias inherent in goal-based evaluation (GBE), a bias that contaminates the evaluator’s ability to see the program’s true outcomes and true merit. A poster presentation demonstrating an evaluation of a summer school program for middle schoolers in which the evaluators divided into two teams and simultaneously evaluated the program. The first team examined the students' performance according to the program's ability to achieve stated goals while the second team intentionally avoided any knowledge of or reference to the stated goals and objectives throughout the entire evaluation.
