Beaches are arguably the most valuable of coastal tourism assets. Around beaches, communities develop and tourism markets expand, often resulting in intimate human interaction with diverse environments. This chapter provides an overview of economic research on beach and surf recreation and tourism in existing and expanding markets, including a description of the techniques most commonly used to estimate the economic impact and value of beach recreation and some of the challenges around developing accurate estimates of use and value. The beach is generally recognised as the most important recreation amenity in the region for Gold Coast residents, as well as tourists. However, there is very little data to support the role that this amenity plays in the life of over 500,000 (ABS 2011) Gold Coast residents. This paper reports the results of a survey that set out to collect data from Gold Coast residents regarding their beach use and the values they associate with the beach, and to develop estimates of the economic value of the beach to residents. A mail survey of 8,000 households resulted in 1,862 responses. …

Beaches As Societal Assets: Council Expenditure, Recreational Returns, And Climate Change, Boyd Blackwell, Michael Raybould, Neil Lazarow

Drawing on expenditure and survey data from the Gold and Sunshine Coasts in Queensland, Australia, this chapter compares expenditures on beaches relative to their recreational benefits. Beaches are found to be exceptional investments. The comparison of the two councils also provides insights into their relative capacity to adapt to the adverse impacts of climate change. The Gold Coast can rely to some extent on historical large investments in infrastructure to defend itself against change. In contrast, the Sunshine Coast has more options which may lower the cost of adaptation e.g., it can rely more heavily on retreating from change in …

This paper argues that the relationship between democracy and corruption is nonmonotonic. When a country shifts from autocratic rule to highly imperfect democracy (an ‘electoral democracy’) it is frequently perceived that the level of corruption increases. Conversely, when the democracy level is already relatively high (approaching ‘mature democracy’) an increase in the level of democracy is typically expected to decrease the level of corruption. To assist with our discussion of these issues, before going on to the empirical part of the paper, we look specifically at the case of South Korea to illustrate how corruption responded to an increasing level …

U.S.-Latin American Free Trade Agreements and Access to Medicine analyzes the effects of FTA provisions on access to medicine. Access to medicine lies at the heart of the crossroads between the international human right to health and international intellectual property law delineated in TRIPS. Global Poverty Estimates: A Sensitivity Analysis, Shatakshee Dhongde, Camelia Minoiu

Current estimates of global poverty vary substantially across studies. We undertake a sensitivity analysis to highlight the importance of methodological choices by measuring global poverty using different data sources, parametric and nonparametric estimation methods, and multiple poverty lines. Our results indicate that estimates of global poverty vary significantly when they are based alternately on data from household surveys versus national accounts but are relatively consistent across estimation methods. The decline in poverty over the past decade is found to be robust across methodological choices.

We describe how to combine probabilistic logic and Bayesian networks to obtain a new frame-work ("Bayesian logic") for dealing with uncertainty and causal relationships in an expert system. Probabilistic logic, invented by Boole, is a technique for drawing inferences from uncertain propositions for which there are no independence assumptions. A Bayesian network is a "belief net" that can represent complex conditional independence assumptions. We show how to solve inference problems in Bayesian logic by applying Benders decomposition to a nonlinear programming formulation. “Political” decisions such as Citizens United and National Federation of Independent Business (“Obamacare”) reflect the reactionary bent of several Supreme Court justices. But this reactionary trend is discernible in other areas as well. With regard to Rule 10b-5, the Court has handed down a series of decisions that could be grouped into four trilogies. The article examines the trend over the past 40 years which has become increasingly conservative and finally reactionary.

This paper discusses the benefits of product and process innovation as well as deregulation in consumer telecommunication products markets. The twin trends of price reduction and new features have benefited consumers. These major changes have taken place alongside deregulation. Using the data from Organisation for Economic Co-operation and Development telecommunication reports, the paper provides estimates of gains in consumer welfare over the years. These direct gains are significant (hundreds of billions of dollars) and thus justify the public investment that goes into the telecommunication infrastructure improvement.

Why The Rich Drink More But Smoke Less: The Impact Of Wealth On Health Behaviors, Hans Van Kippersluis, Titus Galama

Wealthier individuals engage in healthier behavior. This paper seeks to explain this phenomenon by developing a theory of health behavior, and exploiting both lottery winnings and inheritances to test the theory. We distinguish between the direct monetary cost and the indirect health cost (value of health lost) of unhealthy consumption. The health cost increases with wealth and the degree of unhealthiness, leading wealthier individuals to consume more healthy and moderately unhealthy, but fewer severely unhealthy goods. The empirical evidence presented suggests that differences in health costs may indeed provide an explanation for behavioral differences, and ultimately health outcomes, between wealth …

Since the 1980s, public policymakers and contracting agents in the United States have promoted the concept of public-private partnerships (PPPs). These are typically seen as partnerships between the public and business sectors, but research finds that nonprofit intermediary institutions, either created for the purpose or already in existence, are often what makes it possible for PPPs to function and realize their potential. Nonprofits of this kind provide a "third space" in which PPPs can be formed, implemented, and sustained; they may also serve as value guardians of the PPP process. This study evaluates the impact of antiretroviral treatment (ART) on employment-related outcomes using prospective, longitudinal analysis. 602 treatment-naïve clients in one rural clinic and one clinic in the capital Kampala were interviewed starting in January 2008 about their medical history, psychosocial and socioeconomic adjustment at baseline and month six and twelve. Half of the sample was eligible to receive ART, while the other half was also in HIV care but not yet eligible for ART, thus providing a comparison group that is similar to the treatment group in that its members are HIV-positive and have made the decision to enroll …
