Open access (OA) to scholarly literature recently hit a major milestone: Half of all research articles published become open access, either immediately or after an embargo period. Open access (OA) to scholarly journal articles is now widely accepted as a good thing. However, it will not become the norm without policies promoting openness. This presentation looks at policies that ensure that hundreds of thousands of articles become OA every year.
